Job description

The Central Grants and Loans Operational Delivery Team exists at the cutting edge of Government priorities, providing a centralised grant delivery function across two departments (namely: Department for Energy, Security & Net Zero and the Department for Science, Innovation and Technology. The CGL team currently manages the delivery of 27 different schemes, representing in excess of £200bn of investments across a very diverse portfolio of work undertaken, including managing and maintaining previous award schemes, through to designing, developing and delivering new grant and loan schemes across a wide spectrum of the departments remit, including such things as Pharmaceutical, Energy and Net Zero and many more.
The Team is acknowledged across Whitehall as being a centre of excellence, providing a joined up and agile approach to supporting businesses and is crucial to ensure HM Government continues to meet its objectives.

For this unique opportunity, we are looking for a self-starting individual who can gain credibility with senior officials such as the DG and Directors in order to play an important and active part in all aspects of grant design, development, delivery and the performance management of grant, loans and other Financial Instruments schemes as part of the strategic direction of the two departments.

Person specification

  • For own portfolio of applications for grant funding or as support to the assigned Senior Appraisal & Monitoring Officers (SAMO) and/or supported by the assigned SAMO.
  • To follow and adhere to Government Grant Standards and the mandated requirement of Managing Public Money.
  • Assessing (sometimes complex and incomplete) information presented during the applicant journey from pre-application (if applicable) through appraisal to the grant award stage, collating, summarising and presenting your considered recommendations to others.
  • Assessing applications for grant funding, collating and validating information, summarising and presenting your considered recommendations to other as part of the Appraisal process.
  • Undertake checks and co-ordinating input from specialist advisers, sector colleagues and a range of other stakeholder so that cases can be progressed to the contracting stage.
  • To ensure the timely Appraisal and successful delivery of allocated cases.
  • To support the SAMO when undertaking the required Due Diligence process appertaining to relevant schemes within the CGL Portfolio.
  • Support the SAMO in effective design, planning, appraisal, monitoring and control for the team to undertake the operational delivery of all required schemes from conception to closure.
  • Develop and maintain effective relationships with a range of stakeholders associated with the application or scheme including but not limited to policy leads, arm’s length bodies and other Govt Departments.
  • Providing the first point of contact between DESNZ and grant recipients (as Monitoring Officer); maintaining regular communication and ensuring that key milestones and timelines are met.
  • Reviewing grant recipient progress in fulfilling the terms of the funding agreements, undertaking monitoring visits and processing claims for payment. This will include the testing and confirmation of grant claim evidence and KPIs.
  • Identifying and proactively managing delivery risks (including fraud) using your judgement to escalate issues where appropriate in a timely manner.
  • Ensuring management information and project records are accurate and kept up to date, in accordance with finance, management and audit requirements.
  • Drafting responses to Parliamentary Questions, Freedom of Information Requests, Parliamentary returns and MP Letters etc.
  • Ensuring Grant Management Information System is updated to make sure accurate information is available on all relevant cases you lead on; maintaining comprehensive and accurate SharePoint files to demonstrate an appropriate audit trail.
  • Any other duty commensurate with the grade of the post

Office attendance
