Who are we?

The Youth Justice Board for England and Wales (YJB) is the public body which advises Ministers, including the Secretary of State for Justice on the youth justice system. Our ambition is to see a Child First youth justice system. A system which looks to children’s’ strengths and supports children to become the best version of themselves. To this effect we engage with a wide variety of organisations, partners and parties with an interest in youth justice; we share good practice, champion improvement and issue grants.

Role purpose:

You will lead on the development and implementation of the systems and processes through which the YJB draws together data, soft intelligence and research evidence. You will also provide oversight, quality assurance and continuous improvement to these systems and processes. In addition, you will ensure that there are clear communications and support to staff across the organisation. You will have overall responsibility for making sure that the key messages and insights from data, soft intelligence and research evidence are communicated in a clear and accessible way to a variety of internal and external audiences. You will develop and oversee development of products which make sure that others in the organisation are also able to access and draw on information which allows them to draw insights. In fulfilling this role you will be part of a team which makes sure that the positions, guidance, activities and outputs of the YJB and, where appropriate, the activities of the wider youth justice sector, are informed by the best available evidence, and that the YJB is able to tell a story at any given time on what is happening in the youth justice space.

Role context:

YJB is the only public body with oversight of the whole youth justice system. Research and evidence are key to our understanding of the youth justice landscape. This supports effective decision making, gives assurance to ministers that our advice has a solid evidence base and supports the achievement of our strategic objectives.

You will be a key member of the YJB Evidence and Insights Team within the Business Intelligence and Insights (BII) Directorate. The BII Directorate gathers and interprets information from a range of sources (including data, research, and soft intelligence). This information supports the YJB’s oversight of the Youth Justice System (YJS), helps us to understand how the YJS is operating and whether it is achieving its aims, and helps to identify future opportunities and challenges for children and the YJS. The Directorate leads the organisation in gathering, developing and using data and evidence well.

Key activities and relationships

You will work as a collaborative member of the Evidence and Insights team, and wider Business Intelligence and Insights Directorate, supporting colleagues and promoting a positive team culture. You will need to develop a good understanding of the YJB, together with a sound working knowledge of the sectors within which the YJB operates. You will work positively and collaboratively with colleagues in both England and YJB Cymru and will consider the impact of developments on policy, practice, and legislation specific to Wales. You will work with colleagues across the YJB to develop, implement and maintain Business Intelligence management systems and processes, and act as a translator between the technical and non-technical, in order support the delivery of the YJB strategic and business plan, and to support and develop the organisation to make effective use of intelligence and insights.

Depending on the successful candidate’s experience, there may be the opportunity for line management responsibility of the Business Intelligence Officer.

Main Responsibilities

You will:

  • Lead on developing, improving and quality assuring the YJB’s systems and processes for the identification, collation, storage and management of information and evidence from across the YJB, its network and forums, and the wider youth justice sector. You will make sure that these systems and processes support others across the organisation to access these sources of intelligence and evidence, and that they meet the requirements of other teams in providing evidence-based advice, guidance and support.
  • Project manage a business analyst supplier responsible for delivering new systems and processes which support the YJB’s ability to manage and make use of information.
  • Horizon scan available intelligence and using the insights to inform the future direction of YJB’s strategy. You will achieve this by developing and overseeing the development of products and reports for a range of internal and external audiences, including senior audiences and Ministers. These will articulate and communicate the key messages, insights and conclusions from analysis and collation of the data, soft intelligence and research evidence in a clear, accessible way, adapting to the audience, to ensure maximum influence.
  • Work with colleagues within the organisation to improve the accessibility of evidence and insights available on the resource hub (the website through which the YJB share evidence and practice guidance), to promote and share evidence outside the organisation.
  • Develop and implement a detailed Business Intelligence strategy and action plan and monitor the effectiveness of BII Teams activity. You will identify opportunities for improvement and co-ordination with wider organisational Intelligence activity and provide assessment and performance reports as needed.
  • Contribute to the development of better, more efficient ways of delivering Business Intelligence, including integration of digital technologies to improve capabilities and considering creative and accessible forms of dissemination.
  • Lead on building networks with other organisations/departments to ensure access to intelligence and to develop effective practice.
  • At all times, show support and respect for the YJBs commitment to equity, inclusivity and the diversity of the YJB and its partners.
  • Handle your responsibilities in relation to health and safety and data protection.
  • Work flexibly. All posts within the YJB operate flexibly to make sure the requirements of the business are met and as such you may have to undertake other duties in your role or duties in other parts of the business at your grade to meet business priorities

Selection process details

Interview

Reserve List

Those candidates who successfully demonstrate at interview, the behaviours, strengths, and essential criteria required by YJB for the role, but who are not selected as the successful candidate, may be added to a reserve list for 12 months. Flexible working hours

The Youth Justice Board offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Youth Justice Board welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs.
