The Role:-
The Procurement Team is part of the Finance function, it is responsible for specialist advice and support. They are moving towards a category approach to procurement, the role holder will be responsible for ensuring a suitable strategic approach, operational planning and delivery.
Duties:-
  • Develop strong professional relationships with senior managers and academic and professional services managers, fostering an environment where people take ownership for ensuring value for money, compliance and environmentally and ethically responsible procurement for the benefit of the School.
  • Use a thorough knowledge of the School and procurement best practice to work proactively with senior academic staff and professional support teams to shape the procurement and supply chain agenda and translate this into plans to be delivered over an agreed timeframe.
  • Manage strategic working groups with relevant stakeholders to improve processes, management of contracts, service and supplier performance and to deliver best practice in support of wider School objectives including Net Zero Carbon and Modern Slavery.
  • Participate in the development and management of operational plans for designated categories, challenging the status quo, anticipating changes and the implications of wider organisational activity in order to deliver tendering and contract management solutions that meet present and future challenges.
  • Champion organisational change and motivate academic faculty/support services within the designated categories to deliver the change agenda by providing advice on effective change programmes, which nurture a forward thinking and responsive environment. Liaise with Senior Leaders to ensure consistent delivery of change initiatives across the School.
  • Lead designated categories on the interpretation and delivery of centrally led procurement initiatives (e.g., reduction of suppliers, mandating POs, Net Zero Carbon). Ensure that the cycle of procurement processes is implemented.
  • Provide clear and expert advice on a range of Procurement issues (including best practice, legislation, and the analysis and interpretation of data), and ensure designated category stakeholders are aware of market conditions likely to impact on sourcing decisions.
  • Act as a conduit for specialist support from within the Procurement Team (e.g., sourcing options, contract terms and negotiation, systems and reporting) to designated category stakeholders, ensuring that academic faculty/support services receive a seamless service. Ensure that professional working relationships are developed with the specialist teams and that their skills are fully used.
  • Share responsibility within the Procurement Team for developing procurement related strategy and policies, and ensure that they represent best procurement practice, improve organisational effectiveness, facilitate change and effect employee engagement.
  • Communicate regularly and consistently across the Procurement Team and designated academic faculty/support services, ensuring that communications are timely, accurate and actionable.
  • Cover on occasions for another Procurement Officer (Category Lead) in their absence, and to meet fluctuating service needs.
