Job description

The Chief Administrative Officer (“CAO”) of UK, Europe and MEA is a senior management-level position reporting directly to the Investment Banking (“IB”) global CAO and will support the Head of EMEA & UK IB in developing and executing the IB strategy with particular emphasis on strategic projects, risk management, regulatory requirements, controls, and governance.

These tasks may include managing external audits, business continuity activities or addressing regulatory issues. The CAO also coordinates and manages activities, such as the tracking of business financials, employee headcount and other administrative needs and ad hoc projects as necessary.

The role of the CAO covers major areas of support including: governance and controls to ensure a safe and sound operating environment; oversight of regulatory specific initiatives; and business as usual administrative responsibilities including financial planning, resource and capacity planning, communications and development of people strategy. This role has significant governance and control accountabilities which include regulatory and operational risk, infrastructure, prioritizing and driving execution of key control initiatives, and ensuring common purpose across the business.

The individual will manage the proactive monitoring of the business environment, anticipating risk and control issues and the maintenance and enhancement of the robust control and governance environment across the Investment Banking function.

Responsibilities:

  • Support the Head of EMEA & UK Investment Banking in outlining and executing the business strategy
  • Ensure IB has best in class operational governance and controls, including administrative and reporting procedures, management processes, and people and systems in place to effectively manage and govern the business, adequately protecting Citi and accommodating business expansion
  • Work in close partnership with Investment Banking global CAO and advise the Head of EMEA & UK Investment Banking on key planning, budgetary and financial issues and make recommendations on key business decisions, execution of various strategic initiatives and identify opportunities to enhance efficiency
  • Enhance, develop, implement, and enforce organizational policies, plans and procedures by way of systems that improve the overall organizational operation and effectiveness
  • Manage processes in regard to competitive intelligence (e.g. market size, competition footprint, P&L, etc.)
  • Work with partners in Finance, Compliance, Risk, HR and the wider Banking & International organization to ensure that all Investment Banking teams have a strong, consistent and focused control and business ethics environment
  • Chair/support governance forums in conjunction with Banking & International COO team
  • As required, represent Head of EMEA & UK Investment Banking on relevant regional committees and forums
  • Lead and coordinate business management processes and overall governance, including the governance requirement as per the Senior Manager Regime (UK)
  • As required, meet with local regulators on franchise issues
  • Assist in internal audit reviews, providing materials and addressing concerns arising from these reviews
  • Focus on controls, risk and governance, ensuring the establishment of an appropriate risk and control governance model; overseeing the development and analysis of key metrics to monitor and drive the governance and control agenda; escalating issues, trends and themes to senior management through existing forums
  • Project manage specific risk and controls related initiatives
  • Lead and promote the first line of defence through leadership and contribution to relevant Committees
  • Ensure the business is run in compliance with all internal and regulatory standards
  • Coordinate regulatory reviews
  • Work with the Investment Banking management to instil a strong culture of conduct and control
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards
  • Foster a success-oriented, accountable environment within the organization and ensure consonance with the firm’s overall strategy to meet organizational goals

Knowledge and Experience:

  • Extensive relevant experience in the financial sector
  • Experience in people management
  • Experience in roles including strategic planning and staff management
  • Hands-on experience in managing risk issues
  • Strong risk and control experience including a proven track record of execution and results in enhancing controls
  • Strong knowledge of and experience in operating under regulatory environments, e.g. the UK Senior Managers Regime, Senior Executive Accountability Regime (SEAR)
  • Experience in facing off with Regulators in multiple jurisdictions
  • Experience in geographic management
  • Thorough awareness of banking needs and related competitive environment
  • Substantial experience in strategic planning, project management and governance
  • Comprehensive knowledge of general IT infrastructure, human capital management (HCM) and financial advice-related compliance
  • Experience in financial planning industry and designing efficient systems
  • Demonstrated leadership and management abilities with commitment to client and team member experience/development, goals of practice and productivity
  • Demonstrated strategic planning, problem-solving, delegation, financial reporting, budgeting and cash flow management skills
  • Consistently detail-oriented, goal-oriented, and able to multi-task
  • Consistently demonstrate clear and concise written and verbal communication
  • Consistently demonstrate flexibility, resourcefulness and ability to work as a team in complex environments (e.g., ambiguous, fast-moving)
  • Proven organizational development, personnel management, resource development skills and able to analyze organizational impact

Education:

  • Bachelor's degree/University degree or equivalent experience
  • Master's degree preferred

Candidates applying for this role must be aware that it is a Certified Role, subject to the FCA and PRA Certification Regime.

The Certification Regime is one element of the Individual Accountability Regime which came into effect on 7 March 2016.

In order to comply with the requirements of the Certification Regime, Citi entities must take reasonable care to ensure that an employee does not perform a Certified Role without first being certified as Fit and Proper. For this reason, you will be assessed for this role against the Fit and Proper requirements, as described above.

This assessment will be carried out through extensive interviews, self-disclosures, permitted criminal record checks, regulated reference checks, credit checks and other background screening checks.
