Position Profile: Commercial and Performance Analysis Lead
Key Objectives & General Description
This position leads the Commercial team, Maintenance Analysts and LODC within the Site Commercial Group.
Key Objectives:
o Lead the group to achieve world class transactional efficiency, by defining & implementing standard, best practice PtP processes. (requisition to SES/GR)
o Drive consistent application of key PtP controls requirements
o Define and execute field checks to steward application of key contract terms and minimise contract leakage
o Provide PtP process Centre Of Expertise for all site users (Maintenance, Process, FAES, Technical, Turnaround)
o Ensure all maintenance related materials/services are entered timely into the system and facilitate the input of planning-related documentation for download to ISTe for execution
o Lead the Maintenance Analyst part of the team for the development and delivery of monthly OPEX reporting for EPCO and EMCL, Contingency Work Process stewardship, Monthly Cost Centre analysis, Unassigned Time stewardship, Overtime analysis and other Maintenance related analysis
The position will interface with procurement/Payables, R&S Maintenance field users (planning and execution), Contract Engineers, Business Team Leaders, Management and Contractor commercial / management teams.
The incumbent will require strong analytical, PtP process skills and knowledge of how the PtP processes are effectively applied in site operations.
The incumbent will also possess the commercial & interpersonal skills required to influence & interact effectively with key interfaces, and drive process efficiency & controls integrity.
Major Responsibilities
· Drive Sustainable World Class PtP transaction efficiency
o Lead the transition of the Commercial team to remain PtP Centre of Expertise for all site users (planners, requisitioners, DCPs, Field Execution SES approvers, Goods Receivers).
o Identify and drive transaction efficiency improvements, eg through standard processes, improved training, effective stewardship and resolution of blocked/aged items.
o Update/Create "PtP Toolkit" (eg user guides, training materials) to support standardised processes and ensure improvements are sustainable.
o Drive CDMS Implementation and minimise the contract leakage
o Define and appropriate KPIs and metrics to steward / improve PtP transaction efficiency (eg aged SES, Contractor WIP, bad actors)
o Issue KPI reports and lead resolution of performance issues.
o Engage with appropriate stakeholders to resolve root causes of systemic PtP issues (eg through clarification of terms, contract amendment, improved agreement structure/service masters)
· PtP Controls integrity
o Enhance & maintain site training materials to ensure PtP end-users understand & apply PtP controls requirements.
o Establish a Controls Calendar, to define fit for risk preventative and detective control checks and frequency.
o Ensure Commercial team carry out In Line Controls and independent verification as per Controls Calendar.
o Steward compliance with execution of controls checks for reporting in Maintenance Controls Scorecard.
o Carry out management review of controls checks, and ensure results & review of controls checks are documented & retained.
o Steward timely closure of follow-up actions and ensure results are documented.
o Coordinate with Contractor's s Planning & SES groups to ensure process and control points are defined (requisitioning, URPF & service master details, MCR process, user approvers, price checking of "points lines")
o Coordinate with LODC to validate/implement Contractor SAP profiles
· Contract Conformance Stewardship
o Support Contract Engineers to establish consistent contractor understanding of key contract terms, pricing structure & inclusions/exclusions, to minimise contract leakage.
o Develop and deliver supplemental training for agreement owners as required
o Define field check requirements and steward execution and follow-up action
o Provide analysis and metrics to support Contract Engineers in the preparation of SRM meeting materials, the development of contracting strategies & the resolution of disputed items.
· Promote improvement through collaboration: Networking & Peer Assists
o Develop and leverage a network of external expertise (eg Prague payables, participation in Global PtP improvement teams) to capture and apply global best practices
· Maintain core procedures & documentation within Commercial Group.
o Maintain applicable sections of Contract Work Coordination Procedures
o Revise Contract Administration Procedures to align with Site Commercial Group's role & key objectives
o Ensure invoice/SES documentation is retained per RMG
o Drive the development of the Support Group's LPS JSA library.
· Maintenance Analyst activities
o Ensure monthly OPEX reports are prepared in timely manner for management review
o Provide support for monthly accruals and review all submitted charges by PMC's and Contractors management to ensure all charges are correctly entered and accounted for
o Support accruals analysis completed by PMC's to ensure % completion is correct entered
o Provide support to Maintenance analyst team and prioritise the tasks to ensure critical items are resolved in timely manner
o Ensure all contractual rate reconciliation completed by Analysts is correct and communicate the outcome to contractors management - discuss and resolve any misalignment's.
