This role is subject to -

The homeless service is a well-established service within the City Council consisting of circa 400 staff and a gross budget of c£73m, of which £13m is the responsibility of the Commissioning and contract manager. Whilst demand for the service is high, there is a well embedded ‘can-do’ culture of services working together, with a shared vision and determination to support the most vulnerable in society.

We are seeking a Commissioning and contract service manager who will lead the team to commission and contract manage high class services for people experiencing or at risk of homelessness, those experiencing domestic abuse and those needing accessible and effective advice services. The commissioned accommodation services will support people with a wide spectrum of needs including abstinence; young mother and baby; single sex; refuge; drug and alcohol; young persons; rough sleeping; and accommodation for those with no recourse to public funds.   

The Commissioning and contract service manager will be passionate about building collaborative, purposeful, and action-driven partnerships across the full public, private and voluntary sectors, to address and tackle the key issues of homelessness and migration across the city.

You will have a strong contract management focus, understanding performance and how to work in a collaborative way to consistently improve services, with the ability to performance manage underperforming services. Crucially, you will be a strong manager and leader who can inspire and motivate colleagues to improve services. You will have experience of: 

 

    • Developing a culture of high support and challenge 
    • Working in a commissioning and contract management setting  
    • Supporting the delivery of excellent accommodation and support services 
    • Knowledge and experience of working with other services to achieve positive outcomes for Manchester citizens
