Job description

Are you looking for a new challenge? Do you want to join an enthusiastic, friendly and high performing team delivering some of the Councils most important and rewarding projects?

If so, then Corporate Property is the team for you. Our workload is increasing and because of this, we have created a new role within our Property Development team for a Construction Programme Manager.

You will be joining the team at a critical time. Property Development is also about to embark on a redesign of how we deliver our projects. This is a result of our existing Professional Services contract coming to an end and the need to reshape service delivery for the future. You will therefore have a key role in helping to deliver the new service.

We aim to become a high performing delivery team of choice for capital projects.

This role will suit either an experienced Programme Manager, or an ambitious and highly experienced Project Manager, with the right approach, attitude and drive to take the next step in your career.

As a member of the management team you will be helping to drive the service forward, and be responsible for the following:

  • Leading, inspiring, and managing a team of 6 high performing Senior Project Managers
  • Managing all aspects of the Capital Portfolio – this is a diverse range of capital programmes and projects, with a value in excess of £120m+ and comprising around 50+ projects
  • Ensuring the Political interdependencies relating to programmes and projects are expertly managed. This includes the formal and informal processes (production of papers and briefings).

We are looking for someone who is:

  • Commercially astute, and experienced when dealing with complex supply chains (as is the case in the construction industry)
  • Highly experienced risk and issue manager, so you can confidently act as a first port of call point for programme and project risks and issues
  • An excellent stakeholder manager, equally confident when dealing with senior leaders both within the public and private sectors, including Political leadership.
  • Able to prioritise efficiently and effectively. You will have a full inbox and knowing what to tackle, and when, is vital. An ability to maintain a sense of humour under pressure is also desirable.

This is a high profile role and you will be adept at working under pressure with Senior Managers.

You will be joining a highly effective project delivery team which has a track record of delivering a number of highly complex, high profile projects and programmes. You will find the team warm and enthusiastic, all engaged in delivering real change for the people of Lincolnshire.

What we can offer

In addition to a competitive salary and comprehensive benefits package we have a flexible working policy, which includes themes such as a flexitime approach, condensed hours, as well as initiatives such as buying additional leave.  We have embraced hybrid working, which offers the flexibility of working from home and the office.  The expectation for this role is that the individual will be in the office, or on-site, approximately one day per week.

Further details on what we can offer can be found in our rewards and benefits brochure

 Next steps

If you would like to know more about the role, please contact Dave Pennington, Head of Property Development (after reading the job description and information pack) via email dave.pennington@lincolnshire.gov.uk in the first instance.

Closing Date: 28th January 2024

Interviews will be held the 15th of February. In addition to the interview, candidates will be expected to do a short presentation (with Q&A), undertake a personality questionnaire and complete a short written assessment on the day.

A Smarter Working Employer

We have embraced new ways of working and hybrid working will be a feature of this role. You will be given a nominated contractual work base and you will be required to commute to this work base when necessary.  Working arrangements regarding hybrid working will be discussed as part of the appointment process.

Our technology platform and equipment is very good enabling you to connect and collaborate remotely. We require that you have in place good connectivity, and we will discuss during the recruitment process if support with this is needed.

Please be advised that this position may be subject to a criminal record check.

All candidates are advised to read the attached job information pack prior to making an application.

On occasion we receive significantly more applications than expected for some vacancies and under such circumstances we reserve the right to bring forward the closing date of the advertisement. We therefore strongly advise you to apply for the role promptly to avoid disappointment should the closing date be brought forward.

We operate a talent pool scheme whereby candidates who are not successful on this occasion may be considered for a period of up to 3 months for equal positions.
