Due to the pending completion of the newly built Gull Wing Bridge in Lowestoft we're currently looking to recruit an experienced Contracts Manager to manage all contract and cost activities relating to the operation of the bridge. You'll be responsible for overseeing the delivery of a TSC NEC4 Service Contract, and should have similar experience of this.
The Gull Wing Bridge, along with the Bascule Bridge operate on a 24/7 basis, and we have an operations team who manage the delivery of the opening and closing the bridge, ensuring public and vessel safety, manage vessel tracking and ensure the consistent upkeep. This is a newly created role to manage the contractual elements of this operation and will include overseeing contractor led planned, reactive or unplanned maintenance, the purchase or supply of equipment or plant required for the operation and maintenance of the bridge.

Accountabilities
- Manage the new Gull Wing Bridge operations and maintenance contract.
- Develop contract procurement plans which reflect effective risk management and contracting strategies.
- Prepare formal Cost Plans in accordance with contract work scopes commensurate with the contract maintenance phasing.
- Prepare contract documentation, such as reports and review/comment to improve tender documentation (including the Scope of services or Employers Requirements) to ensure the appropriate allocation of risk.
- Undertake tender negotiations with suppliers to ensure the optimum value for money and risk profile is achieved.
- Support and advise the Operations Manager in the commercial management of the contracts, ensuring ABP’s commercial risk is managed appropriately through the contract lifecycle, including correspondence management, commercial assessments and cost recovery resolution.
- Develop and provide guidance to members of the East Anglian Management team in contract and cost matters.
- Safety is ABP’s licence to operate. Therefore, ensure safety regulations are adhered to and ABP’s safety culture is promoted throughout.
Requirements & Experience
- Experience in the administration of contracts including strong understanding of TSC NEC4 contracts, various professional services contracts and managing commercial negotiations.
- Strong technical and educational base with a minimum of Degree or equivalent.
- Relevant experience in providing Contract management expertise to projects, with experience in multidisciplinary team delivery environments.
- Experienced in the development of Contract Delivery Strategies including risk identification.
- Understanding of statutory requirements, current regulations and approved codes of practice relating to the commercial management of maintenance contracts.
- Ability to think logically and problem solve to meet project delivery requirements with minimal supervision.
- Good IT skills, proficient in MS Word, Excel and PowerPoint
- Full UK driving licence. Strong technical and educational base with a minimum of Degree or equivalent.
