Cost Engineer

Job summary
Senior Cost Engineer responsible for requirements management, budgeting & cost control, financial management, change management, and benefits management in complex situations across P3M.Responsible for developing, agreeing, and controlling project scope/budgets, risk & opportunity analysis, and change management.Key contact for client and project accountant, providing financial budget and change control.

Responsibilities
• Develop and maintain project budgets and Control Account Plans• Monitor and control project accruals, commitments, resource and financial forecast data• Manage cost risk budget and drawdown, and ensure alignment with business/contractual requirements• Provide internal and external financial performance and cost reports, including earned value and variation analysis• Maintain cost elements within ERP• Develop appropriate internal CBS and Control Accounts aligned to scope, contract, and WBS• Provide cost management support during bid and project initiation phases• Analyze and interpret Contract Specifications to understand customer requirements• Contribute to project risk identification and cost risk analysis• Manage project cost change register and associated impact assessments• Production and submission of payment claims to client• Ensure schedule is cost loaded in line with baseline budgets• Maintain project EAC's, outturn costs, and sales• Support PM/Finance Controller in production and analysis of cost sale performance• Support commercial management• Govern alignment of integrated schedule to project change register and budgets/forecasts• Record lessons learned in company LFE register• Control account close out reports and support final project close out report• Attend and contribute to business Project Controls Communities of Practice
Requirements
• Significant experience in budgeting & cost control• Extensive recent and relevant experience• Awareness of contracting methodologies and resolution of claims/disputes• Supervisory/line management experience in cost estimating, Cost Engineering, or project controls• Advanced knowledge of cost management techniques and Earned Value Management• Quantity surveying and quantitative risk analysis experience• Full project lifecycle experience• HNC level qualification in Cost Engineering or quantity surveying, ideally a bachelor's degree in engineering, project, construction management, or related field• ECITB QCF Level 5 Diploma in Cost Engineering (Cost Control)• Professional qualification and membership (APM/Acoste/RICS)• BPSS Security Clearance
