Hours per week: 37 - we are open to discussions about flexible working

Contract type: Temporary until 31/12/2024

Vetting requirements: This role is subject to a criminal records check

About us


Two exciting positions has become available on a Temporary basis until 31 December 2024 in The County Attendance Team for motivated and highly skilled individuals who have experience of children missing education, attendance, or school admissions.


We are seeking two Children Missing Education Officers for New and Migrant children to deliver the Local Authority's statutory duties to identify, track and place children missing education. One of the positions has an additional focus on Children with Special Education Needs and Disabilities


About the role


The post holders will need to liaise with other Local Authorities and partner organisations such as Housing, Police and Health as required with regards to children missing education, follow safeguarding processes and refer to the Multi-Agency Safeguarding Hub when required.


The welfare of the child is paramount. You must have a commitment to inclusion across all aspects of the role.


Knowledge of safeguarding processes, risk assessments, relevant legislation and experience in mediation or restorative approaches are essential. Knowledge of school admission procedures and registration regulations are an advantage.


About you


You should be able to build and maintain working relationships (internally and externally) and be able to work on your own initiative, prioritising your workload and have a child-centred approach to the delivery of services with a 'can-do' attitude.


An ability to use a range of databases and ICT tools and keep clear and accurate case records is essential along with an ability to work to time scales.


You must demonstrate commitment to and an understanding of the positive promotion of equality, valuing diversity and anti-discriminatory practice.


Key responsibilities include:


  • Undertake case work in relation to irregular and poor school attendance where legal intervention is not appropriate including a targeted approach to New and Migrant children.
  • Undertake case work specifically for New and Migrant children, in conjunction with Children Missing Education Snr Officer to identify, locate, track and ensure access to education for New and Migrant children including carrying out home visits.

  • Work with colleagues to support New and Migrant children with identified or unidentified SEND to access education.
  • Ensure parents are aware of their legal responsibilities to secure regular attendance at school.
  • To secure the commitment of parents, carers, schools and the wider community to the identification and re-engagement of children missing education;
  • To carry out home visits, if appropriate, and ensure that the OCC Lone Working Policy is followed;
  • To apply systems that reduce the risk of children missing education, i.e. the S2S Lost Pupils Database;
  • To support, advise and co-ordinate with other stakeholders such as Police, Social Care, Health and other professionals;
  • Provide the operational interface with Admissions colleagues to ensure prompt allocation of schools and track children missing education.
  • To support the County Attendance Team in advising school staff and professionals on issues relating to attendance, exclusions, behaviour, reintegration, CME and EHE (in full, no abbreviations) through the telephone consultation service on a rota basis.
  • To analyse data and prepare reports as required.
  • Work with all professionals/agencies to identify those children out of education at risk of harm through gathering and sharing information in line with Child Protection procedures.
