The Directorate of Emergency Preparedness, Resilience and Response (EPRR) works collaboratively with national and international partners to ensure the effective preparedness, response and recovery to a broad spectrum of health security incidents and emergencies, including infectious diseases, the deliberate or accidental release of chemical, biological, radiological, or nuclear substances and environmental hazards. The Directorate consists of two operational divisions (Response and Preparedness) that provide specific EPRR capabilities and capacities within the Agency and in support of UKHSA’s responsibilities to work collaboratively across the UK’s health and social care system and with international partners.

Job description

The Data Analytics Manager role sits within our Assurance and Readiness team. The postholder will be a dedicated and innovative data analyst who will be a key part of the development of a new information asset using various sources to enable strategic data driven and informed decision making.

The new system will play a critical role and will consolidate data from various sources to provide a unified view of the key threats facing UKHSA as well as identifying priority risks in our capacity and capability to respond. Under the direction of the Data Analytics Lead, the postholder will work across UKHSA to identify relevant data sources, supporting the design of a robust data model to facilitate meaningful analysis and the development of a dashboard that allows key performance indicators (KPIs) and metrics relevant to health threat readiness to be tracked against UKHSA’s strategic priorities, ultimately enabling our Executive Committee (ExCo) to make informed decisions regarding our readiness to respond to health threats.

The intelligence gathered will feed into a yearly review cycle of UKHSAs capacity and capability to respond to key threats, which plays a crucial role in establishing activity to enhance our efforts so that we are ready to respond to a range of health threats.

Main duties and responsibilities are:

Data System Development

Support the Data Analytics Lead to;

create a robust and secure data system utilising Power BI to gather and consolidate diverse data sources to make these accessible in support of UKHSA’s capability to be ready to respond, leading on specific areas as directed.

ensure the system is user-friendly, making data easily accessible and can be used to inform and facilitate decision-making for UKHSA’s Executive Committee in terms of resource allocation, risk assessment, preparedness planning, response coordination and contingency planning.

establish an annual review cycle to maintain data accuracy, relevance, and system sustainability, while also ensuring the wider team's capabilities align.

To create ‘as is’ and ‘to be’ user journeys, highlighting pain points, dependencies, areas for improvements and hypothesis to test

Data Management

  • The development of the new system will require integrating existing and new data sources from various areas within UKHSA. In order to do this, the postholder will need skills in the following areas
  • Collection, management and , cleansing of data from historical and current sources

Extraction and aggregation of data

  • Data analysis using a variety of tools including Power BI to enable presentation to all audiences (technical and non-technical) to support decision making in line with the Agency’s responsibilities as a Category 1 responder

Relationship Management

  • Working with the Data Analytics Lead, support the identification of business areas within UKHSA that require additional capacity and capability based on data analysis.
  • Collaborate with internal and external partners to facilitate data acquisition, ensuring a coordinated and efficient approach that minimises duplication and avoids adding unnecessary pressure to other teams or processes. This involves establishing effective working relationships to streamline data collection processes and enhance the organisation's overall capabilities.

Communication and Facilitation

  • Work collaboratively with internal and external stakeholders, to develop excellent working relationships to influence stakeholders in the use of data, reporting and insights, actively seeking opportunities to facilitate stakeholder engagement to ensure interactions and user journeys are rational and consistent.
  • Use relevant tools to convey complex data, concepts, and methodologies to stakeholders in an appropriate format.
  • Foster collaboration with business users, change teams, and technical teams to identify effective data solutions for subsequent annual review cycles.

Quality Assurance and Validation

  • Recognise data accuracy and fitness for the intended purpose. Prepare and cleanse data, apply recognised methodologies, conduct audits, tests, and quality checks. Review team deliverables and releases. Identify efficient methodologies to ensure timely and risk-free project delivery.
  • Assess data accuracy and its suitability and apply recognised methodologies to prepare and refine data.
  • Conduct audits, tests, and quality checks to ensure data integrity, including developing an audit schedule to ensure these happen regularly.
  • Support the Data Analytics Lead to review team deliverables and releases. Identify and implement efficient methodologies to ensure timely and risk-free project delivery, leading on specific areas as directed.
  • Support the Data Analytics Lead to identify and implement the new system, actively seeking opportunities to improve and mature our data management processes and approach to work including the use of new technologies, leading on specific areas as directed.
  • Understand user needs and track interactions across departmental and organisational boundaries.
  • Influence performance reporting so we measure and target improvements to things that matter to users.

Leadership and management

  • Effective line management (if applicable) of junior staff. Line management will include: regular performance reviews and goal-setting discussions; ensuring direct reports can achieve their objectives and have access to appropriate training; recruitment; induction; and progressing any disciplinary or capability issues.
  • Ensure activities and behaviours are aligned with UKHSA’s organisational vision and values and are embedded within the team’s culture.
  • Deputise for the Data Analytics Lead as required.

Essential Criteria:

  • Educated to NQF level 6 (graduate degree) or with demonstrable equivalent experience relevant to the role
  • Data visualisation: Proficiency in using data visualisation tools and techniques to communicate data effectively, with specific experience in designing and building in Power BI.
  • Data management: Understanding of data architecture, data quality, data management strategies and principles and data governance, with the ability to support data assurance processes.
  • Data tools: Good understanding of data analysis tools, techniques, and principles.
  • Experience of stakeholder management at all levels; working with and through others to make change happen, including tracking key data indicators (eg resource utilisation, benefits, risks, issues etc), collaborating with business users, change teams, and technical teams to identify solutions.
  • Strong written and verbal communication skills with the ability to tailor communications for different audiences. This includes sharing insights and key messages from analysis which are accessible to a range of audiences.
  • Data modelling, data cleansing, and data enrichment: You can produce data models and understand when to use different types. You understand different tools and can compare different data models against requirements.

Location information

UKHSA operates a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London). Specialist or regional roles will be based at the appropriate UKHSA site.

Starting salary

Entrants to the Civil Service are expected to start on the minimum of the pay band.

Either case is determined by whichever is the highest.
