Brief Description
       

As Development/Disposal Surveyor, you’ll contribute to and support the land disposal strategy for Network Rail’s Southern Region, and pro-actively seek and promote opportunities where land can be considered no longer operational and ripe for third party acquisition and development. This will involve working with colleagues to consolidate the existing operational land portfolio to promote the release of excess land.

With the evolution of usage of the railway, scope to consolidate and rationalise existing station carparks is also an important workstream where development opportunities in the heart of urban surroundings provide opportunities for redevelopment – meeting housing targets and promoting integrated transport solutions.

The successful applicant will work closely with our town planners and local authorities to unlock many several significant town centre opportunities.

The ideal candidate will be from an agency or land disposal or acquisition background and be comfortable with getting out there, getting stuck in and unlocking opportunities. The remit is to build a sustainable pipeline of viable development opportunities which both meet our housing targets, optimum capital receipt and provide passenger benefits where possible.

The role will be based at London Puddle Dock (Blackfriars) and will cover the entire Southern region. This is a great opportunity for an experienced surveyor to work in a small team with significant autonomy and responsibility.

        
About the role (External)
       

  •     Identify and establish new disposal/development opportunities, run projects from inception to completion and contribute to existing schemes.   Implement different approaches to site development to ensure Network Rail achieves the best potential in terms of station enhancements, housing numbers and site value from development led disposals.
  •     Identify additional commercial opportunities across the region in terms of shared value, planning gain and operational benefit, working closely with other Property departments and operational colleagues.
  •     Assisting in site marketing and developer/purchaser selection process, with the objective of identifying the most suitable viable approach to deliver the objectives of the residential/commercial development strategy
  •     Undertake discussions and negotiations with internal and external partners relating to development schemes and through these, facilitate the successful completion of the required approvals
  •     Instruct legal advisors to prepare relevant documents required for developments and disposals including contracts, land transfers and development agreements.
  •     Provide assistance to other colleagues within Property in respect of residential and commercial development opportunities
  •     Provide support to the Principal Development Manager on larger longer term urban masterplan type projects
  •     Act as lead on certain identified high profile projects
  •     Demonstrate dedication achieving agreed milestones and targets with demonstrable mitigation techniques
  •     Delivery of financial targets in line with forecasts and feeding into forecast for both cashflow and capital receipts with maximum accuracy

  •     Act as guide and mentor to less experienced members of the team and interact with other departments in Southern property, where adapting skills and agility across functions is a key aspect of how we work

Salary: £55,596 - £62,546
