About the job

Job summary

HM Revenue and Customs (HMRC) is one of the UK’s largest organisations, with 60,000+ employees, collecting £814 billion in tax revenue in 2022/23.
As the UK’s tax, payment and customs authority, HMRC’s work touches the lives of almost everyone in the country. The revenue we generate is spent by government on the schools, NHS, police and other essential services we all rely on.

HMRC has been delivering the largest property transformation programme in the UK and as such is at the leading edge of government property transformation. We have been recognised by the British Council for Offices, with our Locations Programme having been recently awarded the President’s Award.
The challenges that lie ahead for us are to complete our building programme and in parallel to make sure that we fully use, develop, maintain and exploit the new facilities we have to the full.

Job description

You will provide strategic direction and leadership to a large team of building services, project management, commercial, construction, finance, and data professionals. Your work will be underpinned by HMRC’s business plan and the Government Property Strategy.

  • Active membership of the CFO Senior Leadership team and HMRC’s Enterprise Leadership Group, delivering the estates and CFO business plan.
  • Managing HMRC’s Professional Services suppliers, covering supply, management, and maintenance of HMRC’s operational estate and the provision of associated support services.
  • Creating and shaping the digital future for HMRC Estates and providing an estates data and analytics service for our buildings to ensure effective, data-led operations.
  • Bringing innovation to the way our buildings are operated to drive efficiency and provide great customer service.
  • Championing the Estates Sustainability Strategy including Net Zero ambition and roadmaps, energy strategy and energy reduction plans.
  • Collaborating with colleagues to drive improvements to the operations of HMRC Estates and the services HMRC provides from within them.

Person specification

  • Proven track record of senior leadership in a facilities management role in a large, modern office estate – demonstrating the ability to lead and develop teams (circa 500), role modelling and promoting a positive and engaged working culture.
  • Strong commercial experience in delivering and enhancing value through both transformation and continuous improvement in a facilities management environment.
  • Experience in the delivery of a multi-site estate in a complex stakeholder environment and in the practical application of smart buildings concepts to drive organisational outcomes.
  • Strong communicator at all levels and with the ability to build strong relationships and influence senior stakeholders at board level.
  • Have full membership of the Institute of Workplace and Facilities Management (IWFM) (or similar) or be willing to attain such professional recognition following appointment.

Benefits
