EnvironmentalHealth Officer – Temporary contract Lisburn, Co Antrim

Start date: February to July 2024

KEY PURPOSE OF THE JOB:

Theprovision of an efficient, effective, economical and equitable EnvironmentalHealth Service to fulfil the Council’s statutory duties regarding the enforcementand administration of Environmental Health and allied legislation.

KEY DUTIES AND RESPONSIBILITIES

Thefollowing duties are typical for this role. The post holder may be required toperform additional or different duties reasonably assigned by the Head ofService or Environmental Health Manager from those set forth below to addressbusiness needs and changing business practices. The post holder may be required to work in any of the sections withinthe Environmental Health Service.

1.Tocarry out the full range of enforcement, investigative, educational,promotional, consultative and advisory duties associated with theresponsibilities of the Environmental Services Department in accordance with anydepartmental work programmes which exist as required by the EnvironmentalHealth Managers.

2.To act in the absence of theEnvironmental Health Manager as necessary and to deputise as directed.

3.To provide information and assistance tomembers of the public, elected representatives and various statutory andnon-statutory bodies. Participate in partnerships at a local and regional levelaimed at tackling health inequalities and improving health and well-beingwithin the community.

4.In conjunction with the EHM determinethe most appropriate course of legal or non-statutory action in line with theenforcement policy and to make recommendations as necessary. Prepare and servelegal notices, present prosecution cases and attend Court/other hearings/publicenquiries/appeals as required.

5.Develop guidance and written proceduresto achieve continuous improvement in the quality of service. Contribute to thedelivery of the unit business plan, and assist in the preparation of reportsand recommendations for presentation to Council.

6.Prioritise daily work demands to ensurethat all relevant agreed targets are achieved to ensure that a quality,customer focused Environmental Health service is delivered. To carry out dutiesoutside normal working hours as are necessary for the satisfactory efficientdelivery of the Environmental Health Service, in accordance with an agreedpolicy on Lone Working.

7.To deal with hostile and confrontationalsituations, including the diffusion of same on a professional basis using arange of communication skills.

8.To undertake such training as required(including essential CPD training) in order to maintain up-to-date knowledge ofprofessional, technical and legislative development across the range ofEnvironmental Health disciplines as well as in relation to departmental andCouncil wide policies and procedures. To participate in the training ofexisting staff, new staff, BSc (Environmental Health) degree students and otherpersons assigned for training or work experience.

9.Ensure compliance with Council policiesand procedures and operate within the highest standard of management andpersonal behaviour which reflect the core value and behaviour of the Council.

10.Ensure the provision of high standardsof customer care across all the services provided by the Service Unit andcommunicate in a way which enhances and promotes the public image and overallreputation of the Council.

11.Promote equality of opportunity andaccess in service delivery and in the employment of staff through themainstreaming of equality within the Council.

Note:The post holder shouldbe aware that the responsibilities and functional areas of the post may besubject to change as a result of organisational change. The Council therefore reserves the right tochange the duties of the post by adding to or amending the range of functionalresponsibilities. The post holder willbe required to be flexible and adaptable to meet the changing needs andrequirements of the organisation.

Person Specification:

Qualificationsand Experience:

1.1 – A third level qualification(for example, an HNC, HND, NVQ Level 4, Degree) or equivalent in EnvironmentalHealth.

1.2 –Membership of theChartered Institute of Environmental Health.

1.3 – Six months’ relevantexperience in a field directly related to Environmental Health.

Knowledge:

·Theability to make effective use of I.T. systems and software packages.

·Anawareness of political sensitivities and the ability to maintain an unbiasedapproach and a positive public relations image.

General:

1.4 – It is essential thatapplicants hold a full (i.e. not provisional) and current UK driving licenceand access to a car or * have access to a means of transport which would enablethe applicant to carry out the duties of the post.

1.5 – Two years’ relevant experiencein a field directly related to Environmental Health.

Location: Lisburn

Hours: 37 per week

Salary: £18.81 per hour plus accrued holiday pay
