The Role:

 

This role will lead the development and adoption of new Ground Infrastructure policy/standards to improve safety and enable the integration of new and existing airspace users. You will be working with a team of technical experts that are accountable for the shaping of the future airspace and Air Traffic Management (ATM), operating environment to ensure that it meets international requirements and the objectives of the Future Airspace Strategy.

 

Ground infrastructure is a key element of the Civil Aviation Authority’s (CAA’s) future Electronic Conspicuity (EC)strategy. Due to capacity limitation, crewed aircraft and RPAS will occupy different frequencies and airborne platforms may not be equipped to receive both EC transmissions. Therefore, a Ground Infrastructure may be required to enable the interoperability between the two systems. Provision of Ground Infrastructure will enable the verification of airborne targets, the provision of Flight Information System Broadcast (FIS-B) and Traffic Information Service Broadcast (TIS-B).

 

Core Accountabilities

 

  • Lead the development of Ground Infrastructure requirements that will determine the future policy and standards.
  • Work collaboratively with other dependent streams of work such as Electronic Conspicuity (EC), Detect and Avoid (DAA) and Uncrewed Traffic Management (UTM)
  • Ensure alignment to the Airspace Modernisation Strategy and Future of Flight Programme Lead.
  • Facilitate discussions between internal and external stakeholders, including the Department for Transport (DfT)
  • Ensure future policy and implementation of Ground Infrastructure is acceptably safe and appropriate.

 

 

About You:

 

The ability to work effectively with multi-discipline groups in a variety of structures, in many cases it will be necessary to negotiate effectively to deliver the desired outcome. You will have a high level of intuition, diplomacy, and tact, as some of the areas covered will be at the cutting edge of issues, so it will be necessary to be innovative and inventive.

 

Essential Skills:

 

  • A sound knowledge of General Aviation, RPAS, Drone needs and operational practices.
  • Able to rapidly establish personal credibility with technical specialists.
  • Develop constructive relationships, with effective communication skills both written and oral in engaging with contacts at all levels across internal and External Stakeholder groups.
  • Confidence to tackle unknown situations and demonstrate inventive and innovative solutions.
  • Able to constructively challenge current thinking, present options in a way that facilitates decision making. 
  • Organised, thorough, demonstrating flexibility and desire to work independently, within a team and cross departmentally.
  • Have experience of MS Office packages specifically Word, Excel and Outlook.

 

Desirable:

  • A good knowledge of the CAA and UK aviation industry supported by an understanding of key legislative factors influencing and determining the CAA’s role as an airspace regulator, such as the Civil Aviation Act, Air Navigation Order, Rules of the Air Regulations, and the appropriate MAA Regulatory Publications.
  • Experience of Air Traffic Management (ATM ) and specifically Air Traffic Control (ATC) operations in UK airspace both en-route and terminal.
  • Have knowledge of the UK Airspace Modernisation Strategy (AMS)
