Job summary
Our Head of Governance and Compliance will help lead us through a journey of reform and modernisation by developing our annual programme for our review board and managing our general governance arrangements.
This will include reviewing our compliance processes, including requirements under Freedom of Information and Data Protection Lawreviewing our publication scheme; and, with the assistance of our Head of Finance and your wider team, review our financial reporting as well as monitoring and audit arrangements and our risk management processes.
You will be immediately responsible for managing our Head of Finance, one Governance Senior Advisor and Officer, two Administrators and a Finance Administrator. We will also review the possibility of line managing a further compliance officer as part of a wider restructuring of the office which you will provide input on. Reporting lines may change or increase as the organisation evolves.
You will work closely with colleagues to shape Governance and Compliance process, contribute to policy development, and assist with reviewing and monitoring delivery outcomes across the wider KLTR and funded offices.

General Responsibilities
The post holder will work with a high degree of autonomy but be accountable to the Chief Executive for the effective and efficient delivery of the role and associated activities. The postholder’s main responsibilities will include:
- Leading development of annual board programme, co-ordinating the board’s self-evaluation and development activities
- Supporting the Chief Executive in the delivery of their accountable officer functions, in particular our financial reporting and monitoring requirements
- Assisting the Chief Executive in the preparation of the KLTR annual accounts and annual audit
- Developing and maintaining a financial strategy to accompany our general strategic plan
- Leading on developing and modernising the KLTR’s risk management strategies
- Developing relationships with the wider COPFS office and external stakeholders such as Audit Scotland, the Scottish Public Services Ombudsman, Information Commissioners Office and Freedom of Information Scotland Act Commissioner.
Role Specific Responsibilities
- Advise the Chief Executive on compliance with the Scottish Public Finance Manual and other relevant guidance and regulations on financial management and accountability
- Improve board committee structures and information flows, addressing any issues or concerns that may arise from members
- Assist the Chief Executive in preparing and submitting regular financial reports and returns to the Scottish Government, Scottish Parliament and other external bodies

- Ensure the financial strategy is communicated and understood by all relevant staff and stakeholders, reviewing and updating regularly to reflect changes or developments
- Report and escalate any significant risks or issues to the Chief Executive, providing assurance on the effectiveness of the risk management framework
Establish and maintain a comprehensive risk register that identifies and evaluates the key risks facing the KLTR, and the mitigating actions and controls in place to manage them
Person specification
This is a demanding role and will involve taking forward significant strands of work with a large degree of autonomy.
This will be suitable for candidates with a background in Governance and risk management, having worked closely with accountable boards in an advisory capacity and having worked within a legal field.
Essential Criteria
Candidates will also require to be a qualified solicitor or advocate and be expected to demonstrate:
- Evidence of identifying strategic opportunities and making informed and complex decisions
- A good understanding of Governance processes
- Work effectively under pressure and lead others to meet competing demands
- An understanding of the compliance framework in which KLTR operates (particularly the Scottish Public Finance Manual, FOISA and DPA),
- Excellent leadership and interpersonal skills and the ability to negotiate and influence at senior levels
