Head of Planning Division

The Department of Housing, Local Government and Heritage’s mission is to support sustainable development, with a particular focus on strategic planning, the efficient delivery of well-planned homes in vibrant communities, the sustainable management of our water resources, the nurturing of Ireland’s heritage and the promotion of effective local government.

The Planning Division of the Department of Housing, Local Government and Heritage is tasked with ensuring that an appropriate strategic policy and legislative framework is in place to ensure that Ireland’s planning system serves to encourage, promote and support sustainable economic growth and balanced regional, rural and urban development, while ensuring environmental protection.

The Head of the Planning Division is a key senior management position in the Department. The person appointed will provide strong leadership for the Division the ability to respond to priorities, as well as fostering a collaborative and co-operative approach with other Divisions across the Department and other public bodies.  

The successful candidate will have: 

  • Leadership qualities and a proven high level of management and organisational and inter-personal skills with the ability to develop teams and to influence senior management in other organisations;
  • Strong strategic planning and foresight skills, with a proven high level of policy analysis and development skills, and a demonstrated ability to lead the transition from policy to active delivery of change;
  • Demonstrate sound judgement, analytical thinking, problem solving and decision making skills;
  • A good understanding of spatial planning, from a policy and legislative perspective and the interplay with environmental law or the ability to quickly develop such an understanding;
  • Extensive and successful experience in the anticipation and management of organisational change: this includes the ability to drive and develop dynamic innovative change in a complex, fast-moving environment;

This is a Top Level Appointments Committee (TLAC) position.
