Job description

The purpose of your role

Police Now seeks an exceptional individual to lead the delivery and future design of its end-to-end recruitment processes for its two graduate programmes, the National Graduate Leadership Programme (NGLP) and the National Detective Programme (NDP), and its promotion support programme for serving police officers, the Frontline Leadership Programme (FLP). 

The role comprises five main parts:

  • Lead, develop, and retain a high performing and values driven Recruitment Team (currently 17 individuals) that works in collaboration with the whole of Police Now and has a culture of positivity and inclusivity.
  • Deliver an immersive, efficient, fair and robust recruitment process for talented and diverse individuals committed to our mission of community transformation, to ensure that all recruitment campaigns hit or exceed the targets set around volume, quality and diversity.
  • Innovate the recruitment processes for NGLP, NDP and FLP, and any future programmes, so that they advance Police Now’s mission, deliver an excellent candidate experience, meet the needs of partner police forces and stakeholders and remain award winning and at the cutting edge of graduate recruitment.
  • Collaborate with colleagues across the organisation, to ensure that our recruitment processes are aligned to our marketing campaigns and engaging for the most talented and diverse graduates who are suitable for the programmes, effectively preparing them for the realities of policing.
  • Role model Police Now’s mission, strategy, values and leadership principles. As a member of the senior leadership team, you will have collective responsibility for the strategy and direction of the organisation, ensuring that it is a role model of leadership, integrity, wellbeing, efficiency and effectiveness.
     

Key responsibilities

LEADERSHIP

  • Inspire your team (c 17 individuals including four direct reports), by highlighting the impact that a world class recruitment process can have on delivering high quality candidates and consequently exceptional police officers, that will make a positive impact on society. Effectively, energetically and authentically communicate Police Now’s mission, our theory of change, strategy and vision, and our leadership principles, so that those experiencing, delivering and supporting our recruitment journey believe that a more effective, more legitimate, more just police service can be a reality in the future.
  • Act as an effective senior leader and line manager to the Recruitment team and wider Chief Marketing Officer directorate, supporting and developing your direct and indirect reports to deliver outstanding results and improve their own skills, knowledge and abilities. Effectively succession plan for the future, and ensure sufficient team resilience to avoid unforeseen events impacting on campaign delivery. 
  • Support your team to effectively deliver each recruitment campaign, from planning through to implementation and review. Hold responsibility for the full selection process, pre-employment checks, police force HR engagement, dedicated candidate care, IT systems, team processes and live reporting and evaluation. 
  • Have an equity, diversity and inclusion mindset at the heart of all you do. 

COLLABORATION

  • Work in partnership with the Chief Marketing Officer and the Head of Employer Brand and Recruitment Marketing for the end-to-end candidate journey, driving innovation and strategic decision making to ensure candidate and offer holder experience remains high, and that risks are identified, monitored, mitigated and eliminated. Work together to introduce new ways of working and monitor the implementation and success of changes.
  • Work with colleagues within and across departments to make sure the candidate profile is understood to ensure suitability for the programmes, customer priorities are clear and appropriate evaluation and planning cycles are in place throughout each programme campaign, with outcomes feeding into future planning.
  • Support Police Now’s strong and positive partnerships with our partners, including assessment experts, freelance assessors and system providers. 
  • As a member of the Senior Leadership Team, input into the formation of Police Now’s strategy and influence major decisions, communicate and explain our strategy and priorities to your team and external partners and stakeholders. Provide feedback and support to your senior peers and the Executive team, and act as an escalation point for colleagues across the organisation including, from time-to-time, making ethical, logical, reasoned decisions on urgent matters outside of your functional expertise. 
  • Be an expert on Police Now’s programme recruitment and our difference to mainstream policing, and other graduate employers. Contribute to research, speak at conferences, attend stakeholder meetings as and when required to raise Police Now’s profile and to support the sharing of best practice. 

DELIVER

  • Deliver industry leading recruitment campaigns for each of the programmes, ensuring a successful candidate journey design and implementation that achieves the quality, volumes and diversity of candidates required for each cohort.
  • Develop immersive assessment and selection stages, that aim to have no adverse impact and where needed implement proactive and reactive positive action interventions. Meet regularly with the Heads of within the Programmes Directorate to ensure our selection processes robustly assess candidates that will be successful on our programmes and in policing.
  • Develop a pre-employment check strategy, which ties in police force checks (vetting, medical and fitness) as well as Police Now led checks (eligibility and reference checking), and clearly defines a process for escalations.
  • Contribute to and support the effective implementation of the onboarding strategy for each programme, to ensure all candidates starting our programmes are well prepared and supported and so that we can reduce and map attrition effectively and efficiently.
  • Implement and role model an evidence-led approach to decision making, including the production of reporting and systems that enable knowledge building and effective action (e.g. dashboard, projection tools, target-setting). 
  • Maintain oversight of the Recruitment team budget and ensure budget is allocated appropriately to support our effective delivery throughout the year, including consideration of resource allocation (people and money). Understand the return on investment on activity, ensuring impact for resource and implications as a result of changes/targets (money, people and systems/platforms) in all activity.
  • Oversee the procurement and contracting for recruitment IT systems and platforms, develop positive relationships and stakeholder management with these suppliers, and ensure best practice and value for money with large-value contracts. 
  • Create and execute a police force engagement strategy to build relationships and trust with our customers, meeting regularly with the Head of Force Partnerships to provide a review of pipelines, suggested changes to process and variations on ways of working to achieve pipeline completion and improved candidate experience.
  • Evolve what has worked previously and be brave and trial future-focused ideas to help deliver talent, diversity, innovation and impact for Police Now, policing and graduate recruitment.

Key requirements

  • Extensive experience of recruitment within early careers, preferably graduate: Responsibility for managing a high volume of candidates across multiple service lines, delivering excellent and often bespoke candidate care, working with data to produce management information, including ATS knowledge and experience.
  • Assessment and selection expertise: Experience of developing robust, immersive and fair assessment and selection stages that inspire candidates to continue through the process, educate them on the role, and deliver talented individuals that will stay and progress within the employer.
  • Diversity & Inclusion: Experience of leading and positively influencing a diverse and inclusive workplace, with a particularly strong understanding and expertise around underrepresented groups, the barriers faced and building inclusive recruitment processes. 
  • Experience of leading large teams: Demonstrable experience of authentically and successfully leading multi-disciplinary teams in complex environments, to build positive cultures and unlock discretionary effort, and thereby create outstanding results and against adversity.
  • Project management: The ability to oversee large and complex projects, including management of decisions, timelines, interdependencies and risks, coordinating your team and working closely with others across the organisation to ensure that programme deliverables are achieved on time and to the required standard
  • Budget management experience with skills gleaned from a complex delivery environment involving large budgets, high-value procurement, scrutiny and the need to make difficult choices so that every pound counts. Experience of negotiating contractual terms and pricing with customers or suppliers at high-value and involving complex contracts. 
  • Strategic thinking and innovation: The ability to think strategically, grasping the bigger picture and acting on it, to reflect honestly on the performance of self and others and to alter own behaviour and feedback accordingly, and to critically analyse and problem solve logically and effectively.
  • Understanding of Police Now’s mission: Genuine emotional and intellectual connection with, belief in and understanding of, Police Now’s mission, theory of change, leadership principles and strategy of quality, differentiation and sustainability. You should be prepared to explain this in some detail if invited to interview. 
  • Outstanding written and oral communication skills; including the ability to convey complex concepts in a simple and compelling manner appropriately to a range of audiences via public speaking in person and online, briefing notes and business cases.
