Brief Description
Accountable for leading the sourcing delivery of business critical, high spend and high saving opportunities, working in collaboration with the relevant Heads of Category and Supplier Management, customers and stakeholders.
To drive the Regional sourcing team to achieve excellent levels of service for internal and external customers and stakeholders and understanding and delivering for our passengers.
About the role (External)
Key Accountabilities –
1. Create and deliver the Region’s sourcing strategies to optimise engagement with the supply chain in support of the Region’s wider objectives to improve performance for passengers.
2. Be the Region’s lead sourcing advisor.
3. Build and maintain strategic relationships with supply chain, and lead in the provision of excellent service to stakeholders TO support improvements in performance for passengers and customers.
4. Lead the sourcing process for highly complex, business critical and high spend goods or services, utilising, where relevant, commercial purpose-built models. Influencing annual spend in the region of £0.5bn within an OJEU environment, managing all risk, legislative and regulatory requirements
5. Working collaboratively with the Head of Category Management and senior leaders to execute the Integrated Category Strategies through the development and delivery of a Sourcing pipeline
6. Lead negotiator of multi-million-pound savings, defined benefits, in collaboration with all relevant customers and stakeholders, approved by Finance and applied to budgets, where applicable
7. Establish a collaborative way of working with all relevant customers and stakeholders that support the successful transition of Sourcing led execution to Strategic Supplier Management
8. Challenge demand and aggregation of requirements of senior customers and stakeholders to maximise overall value, whilst aligning to customers’ and stakeholders’ objectives and priorities
9. Recognised in the external market and throughout Network Rail for their Sourcing expertise, providing specialist Sourcing advice. Introduce innovation, expertise and ideas to deliver Sourcing led competitive advantage
10. Lead competitor and supplier market watch assessments in the delivery of the optimal Total Cost of Ownership
11. Lead a team of motivated and talented Sourcing professionals, including specialised training schemes, fostering team-work, promoting talent management, with a succession plan implemented. Inspire the Sourcing team to fully understand and commit to the achievement of meeting business objectives that deliver value to Network Rail
Job Skills, Experience and Qualifications
Essential
- Educated to a degree standard or equivalent and MCIPS qualified (or equivalent professional body with chartered status)
- Significant Sourcing experience of high spend, high complexity categories with a demonstrable track record of savings delivery within an infrastructure or engineering environment
- A demonstrable level of line management experience
- Solution driven, innovator, cost and value led
- Proven level of negotiation and dispute resolution skill set
- Experience with cross-functional collaborative working methods
- Politically aware, with the ability to use direct and indirect influencing strategies
- Demonstrable level of problem-solving experience and in large, complex organisations
Desirable
- Detailed knowledge of the UK Rail Industry, including procurement processes in a reclassified environment
