Contract Type: x1 Full-Time, Permanent & x2 Full-Time, Fixed Term for 12 months

Additional Payments: Essential Car User Allowance

Essential Car Documentation - This post is a designated Essential Car User. Therefore, you must always hold a full valid driving licence and provide your own car for use at work. You will receive the Essential Car User Allowance.

DBS (Disclosure and Barring Service) clearance - this post is covered by the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (amended in 2013). Appointable candidates will be required to apply for an Enhanced Disclosure and Barring Service (DBS) check. Information provided by you or the DBS will be dealt with in a confidential manner and in accordance with the DBS Code of Practice which can be viewed here. We have a policy on the Employment of Ex-Offenders and it is available upon request.

  

  • To provide Housing Management services and high-quality accommodation to homeless households. 
  • To work co-operatively with tenants and their support workers on housing management matters. 
  • To work proactively as part of the Team and contribute to the achievement of its objectives.
  • Providing information to other team members and services to assist in the assessment of referrals.
  • Working co-operatively with support workers, monitor occupants’ compliance with their occupancy agreement, house rules and any court orders, taking prompt and appropriate action in response to breaches.
  • Manage, monitor and maximise rent, utilities charge, and miscellaneous charge collection, maintain appropriate records and report regularly to the Deputy Team Leader.
  • Closely monitor the progress of occupants’ Housing Benefit claims, and work closely and co-operatively with support workers and Manchester Revenue and Benefits Unit to advise tenants appropriately.
  • Manage and monitor the processes of starting, operating and ending tenancies, including the service and administration of Notices to Quit.
  • Working co-operatively with occupants and support workers on support planning relating to tenancy management.
  • In consultation with other members of the team and through partner services, arrange day-to-day responsive repairs, manage and prioritise re-lets, and arrange the repair or replacement of furnishings.
  • Actively promote and support service user inclusion, empowerment, consultation and participation in all aspects of the service and wider community.
  • Work with the team in actively promoting equal opportunities in the workplace and delivering services which are accessible and appropriate to the diverse needs of service users.
  • Work jointly, co-operatively and actively with other teams and agencies in all aspects of service provision, including support planning.
  • When required, receive and welcome new tenants, and complete the letting process.
  • Ensure that all record keeping – including case files, computer and financial records - is completed within the appropriate time scales in a clear, concise, professional and auditable manner and in accordance with City Council procedures and financial regulations where appropriate (training provided).
  • Ensure the Health & Safety of service users, self and colleagues by compliance with established procedures and identifying, minimising and managing risk.
  • Work constructively with the team in the promotion of the service and the monitoring of its performance.
  • Provide prompt and regular reports to the Deputy Team Leader to show the service’s performance.
  • Actively pursue own personal development, and the development of the service, and take full advantage of supervision and training provided.
  • Promote City Council policies and procedures, and participate in new initiatives and future changes in service delivery improvements. 

Request

  • An understanding of the causes and effects of homelessness, and the problems faced by homeless people
  • Ability to work jointly and co-operatively with support workers, service users and other agencies in order to address occupancy issues and help plan support provision.
  • Experience of working with homeless people or working with other vulnerable groups or working in a residential setting.
  • An accountable and responsible team member able to organise, prioritise, take the initiative, work unsupervised and make informed decisions.
  • Ability to read, interpret, explain and implement various policies, initiatives and legislation.
  • Excellent record keeping and communication skills, using a variety of resources as appropriate to the recipient.
  • Ability to collate information and data into reports to assist the team’s performance management.
  • Basic Information Technology skills. A basic standard of numeracy, consistent with the ability to calculate rent account balances for example.
  • Willingness to comply with City Council policies, including Equal Opportunities Policy, Dignity at Work Policy and No Smoking Policy.
  • Must comply with Manchester City Council’s service standards including the Staff Appearance standard and promote customer service or quality initiatives
