Job description

Human Resources Specialists (A1/A2)

Do you have Human Resources (HR) experience and a strong motivation to work for an impact organisation which promotes human rights, democracy and the rule of law across Europe and beyond? Could you provide advice, vision and support to our HR Director and/or to managers and staff in one or more sectors of our Organisation, in strategy implementation and talent acquisition and management, including workforce planning and talent reviews? If so, one of our vacancies may be the right opportunity for you to help us reinforce the Directorate of Human Resources at an exciting time of organisational change.

Key activities

As a Human Resources Specialist, depending on the remit assigned to you, you will carry out a selection of the following tasks:
- actively contribute to the development and implementation of the Organisation’s People Strategy 2024-2027 and drive the development of the related thematic action plans for its implementation; co-ordinate the work of HR and non-HR colleagues involved and ensure the quality of the consultation process with other stakeholders, including representatives of member States and staff representatives;
- advise the Director of Human Resources on a wide range of corporate processes, including implementation and monitoring of audit recommendations, risk-mitigation measures and reporting on the state of implementation of the People Strategy;
- ensure the application of the Council of Europe Result-Oriented Management Strategy 2023-2027, including the development and implementation of a results-based management learning path for staff members; mainstream a results-based approach in managing projects relating to HR policies, processes and tools by contributing to their design, application, monitoring and evaluation;
- serve as the single point of contact for a client portfolio to provide advice pertaining to all aspects of the employment life cycle, working with your sectors to help management and staff fulfil their professional goals within the framework of our ethical and well-being policies;
- manage internal and external recruitment processes and workforce planning, helping managers to identify profiles, skills and potential, with a view to building teams capable of achieving planned results, while promoting targets for gender equity and cultural diversity;
- co-operate with, advise and support HR Correspondents; monitor probationary periods; reply to questions from staff and deal with issues concerning individual staff members; advise them with regard to career development;
- supervise and guide the assistant(s) or team members in the accomplishment of the Directorate’s objectives.

You must:
- hold a higher education degree or qualification equivalent to a master’s degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) in Human Resources, administration, psychology, international administrative law or a related field;
- have at least 4 years of experience in Human Resources in a multicultural environment, ideally in an international organisation;
- have the ability to work in both official languages (English and French), with a very good knowledge of English and good knowledge of French;
- be a citizen of one of the member States of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
- have discharged any obligation concerning national service (military, civil or comparable);
- not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
- be under the age of 65 years.


Demonstrate to us that you have the following competencies:

Professional and technical expertise:
- expertise in one or more of the following fields: HR metrics and analytics; talent acquisition, management and development; HR advice and guidance; workforce planning; HR policy design and implementation; HR project management;
- strong IT skills, in particular MS Office suite, remote meeting technologies, shared workspaces, HR Information Systems, as well as online sourcing and selection tools, and the ability to adjust to new HR tools.
