Job Introduction

Reporting to the Senior MEP Design Manager, the Lift Package will be responsible for the Vertical Transportation systems across HS2 S1 and S2 Contract lots.

The Package Manager is responsible for managing the Subcontractor within the parameters outlined in the subcontract, this includes but is not limited to, managing the Subcontract on a Programme wide strategic level as well as ensuring that the tasks associated with the role of the Delivery Manager are carried out.

Main Responsibilities
  • Finalise the procurement of the Lift package for the S1 and S2 Contracts;
  • Review Lift ITT scope ahead of contract award to ensure all Lift requirements have been captured and costed;
  • Liaise with HS2 Lift lead on framework discussions, ensure best value for money is achieved through SCS procurement;
  • Identify Lift delivery team resource requirements to suit the needs of the contract and work with the Project People team to recruit necessary resources;
  • Input into Lifts related procurement including identifying long lead time and high risk packages and products to secure the delivery in line with requirements;
  • Contribute to the review and management of the design information provided by Design House (the Consultant), the development and integration of Subcontractor led designs and constructability reviews;
  • Ensure that Subcontractor design production and acceptances are compliant with the project requirements and SCS goals;
  • Review and comment upon the Subcontractors design to ensure it demonstrates consideration by designers for safe construction by design;
  • Agree a design deliverables schedule. Deliverables are to satisfy high standards for safety, sustainability, constructability, quality and cost. All works must be delivered in accordance with the contract requirements and deviations recorded - as per an agreed change control process;
  • Input into and assist in providing status updates within the design planning and reporting systems for each stage of MEP design assurance;
  • Contribute to the day-to-day interactions with internal stakeholders (e.g. Construction Teams, Logistics etc.) as well as external interfaces, such as the Employer subject to the Subcontractor Works;
  • Engage in Subcontract lessons learnt, 360 and route cause reviews, internal and external, to inform the MEP systems design team in conjunction with constructability reviews, aligned with the project installation strategy;
  • Interrogate the design and its interfaces to support procurement and construction, Safe by Design, minimise environmental impact with a view to future carbon neutrality, maximise opportunity for value engineering and check compliance to the scope;
  • Coordinate technical assurances requirements;
  • To ensure that prior to commencement of the installation/construction activities, such as the following, have been defined and are understood by those delivering the works, including the Subcontractor, prior to their start on site and communicated to the Delivery Manager:
  • Scope of Works;
  • Method of delivery;
  • Timing, sequence and key milestones for delivery;
  • Requirements for inspection, testing and commissioning of the Works;
  • All health, safety and environmental requirements;
  • Logistics and material delivery arrangements;
  • Materials wastage controls.
  • Confirming, before the works commence on site, that the following activities have been carried out; note – the day to day management of the deliverables below may be overseen by the Delivery Manager but the Package Manager is the overseer:
  • Construction drawings and specifications issued (in accordance with the SCS LOD5 Design Management Plan);
  • Notice to Start issued for any subcontractor;
  • Interface arrangements with preceding and succeeding packages been agreed with other Package Managers;
  • Completion / commissioning / handover milestones have been agreed;
  • SHE requirements eg RAMS, COSHH assessments, training records, competency cards, etc in place;
  • SHE documentation issued to any subcontractor and acknowledged;
  • Quality risk review has been completed for critical activities;
  • FAT test & pre-commissioning checks are complete;
  • Inspection and Test Plan and material approval schedules approved;
  • Requirements for handover documentation identified and agreed e.g. SAT testing, commissioning certificates, O&M manual, H&S file;
  • Requirements for onsite provisions are available including access, welfare and security arrangements;
  • A logistics plan is agreed including delivery schedule, unloading requirements and storage / laydown areas;
  • The Package Manager understands the relevant contract conditions including change control processes.
  • To ensure the Subcontractor the following routine activities, as a minimum:Daily:
  • Ensure that the Subcontractor is complying with SHE obligations;
  • Ensure that Subcontractor personnel involved in the works attends the daily SHE briefing;
  • Ensure that the works are being delivered in compliance with the agreements made;
  • Ensure effective communication between SCS site management teams, the Subcontractor and any other subcontract teams;
  • Maintain daily record of events on and affecting the package (daily diary).
  • Weekly:
  • Review the compliance with SHE obligations;
  • Ensure the works are reviewed in line with the contract targeted risk monitoring;
  • Review and record the performance against the milestones for delivery of the on-site production;
  • Review the compliance with quality requirements and Inspection and Test Plan production and Verification Record production;
  • Advise the Project Manager and the Subcontractor, where applicable, of any problems.
  • Monthly:
  • Hold a Progress Review Meeting including an assessment of their performance and formally record the outcomes;
  • Ensure that any risks associated with the package are identified and mitigated;
  • Attend or ensure that the Subcontractor attends the Safety Co-ordination and Logistics Meeting;
  • Manage change - The Package Manager should ensure that the required formal change management process is followed if there are any changes in the milestones or scope of the package.
  • Quarterly:
  • Complete performance reviews on the EnterpriseOne system.

  • To manage the Subcontractors programme and monitor progress against this to feed into the SCS MEP CL32 programme:
  • Where progress differs from the programme requirement, or it becomes apparent that any on-site production milestone is at risk, appropriate action should be taken;
  • If it is not possible to mitigate delays, or rectify any change to intended progress, notify the relevant parties so that the variance is reflected in the latest contract programme;
  • Where the package involves a Subcontractor they should be notified of the failure to maintain progress using the appropriate contractual mechanism;
  • In conjunction with the Quantity Surveyor, take steps to ensure that the failure is rectified or that a change in the milestone or scope of Subcontractor’s work is agreed.
  • To manage payments, by measuring or otherwise agreeing, relating to the Subcontractors works:
  • Ensure that the necessary measurements and assessments are obtained, properly recorded and passed on to the commercial manager.
  • In conjunction with the Commercial Manager, review the cost forecasts for the package and, in particular, investigate the causes for any variances from budget and how they might be controlled / mitigated.
  • Promptly record and report any event that might possibly cause delay, or generate a claim for additional payment, either on this package or anywhere else on the contract.
  • Ensure that there are periodic checks that there are sufficient records and details of costs for the duration of the works.
  • Ensure that contemporaneous records of work done are maintained by the Subcontractor and issued for review (or acceptance).
  • Ensure that inspection and testing of the work is properly completed by putting in place and applying Inspection and Test Plans and ensuring that Verification Records are produced and filed.
  • As soon as practicable after any non-conformance in the works is detected, the Package Manager should report the non-conformance as required by the Contract Management Plan and notify any Subcontractor. The Package Manager should also advise the Commercial Manager of the non-conformance and ensure that records of the time and resources deployed, by the Subcontractor or others, in its rectification are kept.
  • The Package Manager should liaise with the person who is responsible for commissioning of the project (the Commissioning Engineer) to:
  • Define, plan and implement the commissioning requirements;
  • Complete and witness commissioning;
  • Review commissioning results;
  • Provide Assurance evidences;
  • Complete all governance approvals.
  • When a section of works is ready to hand over, the Package manager should ensure that a handover inspection is carried out and that all items of outstanding work are logged in an Inspection Report (the snagging lists). The Package manager should ensure that a further inspection is made to confirm that the work is ready to be handed over, record the results and advise any Subcontractor immediately of any outstanding items. Complete steps above until all snags have been eliminated.
  • The Package Manager shall ensure that the Subcontractor provides:
  • O&M Manual
  • Client Training – in conjunction with the Training Manager, the Package manager should ensure that all training is delivered as agreed and that he receives copies of all training materials and records.
  • H&S File - If any documentation is supplied by a subcontractor, the Package Manager should ensure it is checked and inform the subcontractor in writing of any non-conformance
  • As soon as practicable after completion of the above processes, the Package manager should arrange a meeting between all parties concerned with the completion of the subcontract to conclude all outstanding matters. The Package manager should ensure all actions decided at the meeting are recorded, communicated as necessary and are carried out within the times agreed. The Package manager should complete the final Subcontract Performance Review at the next E1 submission.
The Ideal Candidate

This role demands knowledge and experience of lift / vertical transport systems and its interfaces. The candidate must have sufficient experience of working within large services biased and infrastructure projects across London Underground, Network Rail and/or Crossrail.

Essential:

  • Experience in a similar level role, responsible for the delivery of Lifts including management, procurement, design, construction, testing, commissioning and handover;
  • Experience working for a contractor on a major infrastructure project;
  • Thorough knowledge and understanding of NEC(3) contract;
  • A professional qualification or degree (or equivalent) in Engineering or related subject;
  • Strong leadership, communication and conflict management skills;
  • Ability to prioritize work in a high- pressure environment;
  • Enthusiastic team player, excellent interpersonal and communication skills;
  • Computer competence (MS Word, Excel, SharePoint);
  • Relevant CSCS Card.

Desirable:

  • Experience of Early Contractor Involvement models and NEC forms of contract;
  • Knowledge of industry regulations for design, construction and testing and commissioning of Lifts;
  • Expert knowledge of products, construction details and relevant rules, regulations and quality standards;
  • Experience of a self-assurance contract environment;
  • Training in Health & Safety and Environmental management.
