Job Title – Logistics Team Manager

Salary - £37,335.96 - £40,221.00

Hours – 37 hours per week

Contract – Permanent

Location - Leeds Building Services – LS14 1NZ

Leeds Building Services (LBS) is the in-house service provider for construction, repairs and maintenance works across the Council. The service currently delivers Responsive Repairs, Maintenance and Planned Works to Council Houses across various parts of the City and Council Assets across 800 sites including Schools, the Civic Estate, Offices, Sports and Leisure Centres and Children’s Homes across the Authority.

As a Logistics Manager you will:

  • ensure that suitable systems are in place in stores to appropriately tag, track, maintain, test and efficiently utilise all LBS plant and equipment. 
  • Manage the external supply contract.
  • ensure that the LBS fleet is managed safely and that all servicing, repairs and maintenance is arranged via the appropriate channels, minimising impact to the operational business and maximises vehicle utilisation.

  • Responsible for continual monitoring, benchmarking, and innovative thinking to ensure the material supply arrangements within LBS are fit for purpose and cost effective.
  • To undertake daily line management duties of staff within the team in accordance with all council policies and procedures ensuring that staff records are maintained using the appropriate documentation and associated guidance.

Job Description

Job Purpose: 

To ensure that LBS operates a safe and efficient waste site(s) and internal stores arrangement including management of plant, tools, PPE, and equipment. 

You will be the responsible person for LBS fleet related activity and be the lead for all fleet controls within the service ensuring effective liaison with colleagues in Fleet and operations.

You will be responsible for managing the external material supply contracts ensuring that these arrangements are appropriately contract managed, KPI’s measured and reported and that they are meeting the operational and commercial requirements of the business.

To achieve high levels of efficiency, cost effectiveness and quality, ensuring maximum performance in accordance with the targets, standards, and policies of the Council. To ensure overall value for money is achieved through the effective management of resources.

Responsibilities

  • Overall responsibility for the arrangement, performance and contract management of the external material supply and waste contracts across LBS.
  • Be the responsible person for the LBS fleet and hold an appropriate ‘O license’.
  • Hold overall responsibility for the LBS stores and stock of equipment, PPE, plant, and tools ensuring this is appropriately tagged, tracked, PAT tested and utilised efficiently.
  • Responsible for continual monitoring, benchmarking, and innovative thinking to ensure the material supply arrangements within LBS are fit for purpose and cost effective.
  • To undertake daily line management duties of staff within the team in accordance with all council policies and procedures ensuring that staff records are maintained using the appropriate documentation and associated guidance.
  • Provide support to operational managers in all matters relating to fleet.
  • To mentor, lead and manage all staff in line with Leeds City Councils staff management policies and procedures.
  • To effectively manage the performance of staff and quality of work produced and respond appropriately to performance issues through a coaching style of management, providing both high challenge and high support.
  • Work within council policies and financial regulations ensuring all teams are compliant.
  • Deputise for the Service Manager as appropriate on an ad-hoc basis for duties commensurate with the grade.
  • To ensure that accurate records are produced and maintained for audit purposes. 
  • To procure additional products in line with local government procurement regulations working with framework providers, procurement colleagues and key contacts to ensure that all items procured are done so in a legal and compliant manner. 
  • To undertake reconciliation of supplier invoices and manage the supply of any specialist materials which are outside the contract scope.
  • Ensure that procedures are in place for inventory management of plant and tools to operatives as required. Including the safe storage, completion of visual safety checks and ensuring all equipment issued has been PAT tested where appropriate. 
  • To lead on H&S related activity such as the review and production of risk assessments for tasks undertaken within the stores, yard and fleet environment and ensure information is cascaded to ensure that safe working practices are adhered to at all times. 
  • Responsible for ensuring that the LBS fleet is managed safely and that all servicing, repairs, and maintenance is arranged via the appropriate channels, minimises impact to the operational business and maximises vehicle utilisation.
  • Ensure that LBS and any other depot / yard that comes under the management of LBS remains clean, clear, and tidy and to action winterisation activities across sites to ensure that they remain safe, open, and available for use year-round.  
  • Lead on the development of a reporting/performance matrix to assist LBS in raising driver standards and reducing damage and fuel costs.
  • Lead on development and monitoring of waste management procedures and seek innovative solutions to reduce waste through the supply chain to assist the council in meeting its climate change targets.  
  • To ensure effective, positive, and open relationships with staff and trade union representatives in the working environment.
  • Flexible and adaptable to change to assist other services as required commensurate to grade.  
  • To participate in appraisal, training, and development activities as necessary to ensure up to date knowledge and skills.
  • To improve own practice through observation, evaluation, discussion with colleagues and development programmes.
  • To work collaboratively with colleagues, knowing when to seek help and advice.
  • Contribute to the overall ethos, work, and aims of the service by attending relevant meetings, training days/events as requested.
  • Be aware of and comply with Leeds City Council policies and procedures e.g., child protection, health, safety and security, confidentiality, and data protection, reporting all concerns to an appropriate person.

Qualifications:

  • Post holder will be required to hold an ‘O License’ – training will be provided if not held.
  • A full driving license is essential for this role.

Knowledge Required

  • A good knowledge of Health & Safety legislation including the responsibilities under the CDM regulations 2015.
  • A sound understanding of social housing and government policy including current issues affecting the sector.
  • A good commercial knowledge and an understanding of modern methods of procurement and procurement legislation and procedures as well as effective contract management procedures
  • An understanding of the role of Elected Members within the Council and the community
  • An understanding of the procurement methods available and council procurement rules.
  • An understanding of the diverse needs of communities and neighbourhoods 
  • An understanding of and commitment to equality and diversity in terms of both employment and service delivery 
  • A good knowledge of relevant legislation e.g., Environmental Protection Act, Waste Regulations, HASWA.
  • A detailed knowledge of key strategic plans including the Vision for Leeds and City Priority Plans
  • An awareness of Asbestos related issues and responsibilities
  • An understanding of HR Policies including improving attendance and disciplinary procedures
  • An understanding of the Council values and a commitment to embed them into ways of working.

Experience Required
