The team

The Economic Regulation and Competition Policy (ERCP) team is a vital part of the Civil Aviation Authority’s (CAA) Consumers and Markets Group (CMG). The focus of the team is to ensure that airports and air traffic service (ATS) providers do not exploit their market position, to the detriment of consumers. Understanding the impact of policy options and our actions is essential in ensuring we protect the interests of consumers while allowing a fair investment opportunity for investors.

 

The team has responsibility for the economic regulation for Heathrow Airport Limited (HAL), Gatwick Airport Limited (GAL) and National Air Traffic Services (NATS/En Route) Plc , National En route Service (NERL). This includes the development, oversight and enforcement of price control arrangements and other licence obligations. The team is also responsible for discharging the CAA’s concurrent competition responsibilities relating to the provision of airport operation and air traffic services.

 

The role

We are looking for a Manager, Monitoring and Compliance to play an important role in discharging our statutory duties and holding our licensees to account. Working closely with the heads of technical functions and programme directors across the team, you will play a key role in driving the delivery of our main performance Monitoring and compliance objectives.

 

Primarily, you will be responsible for the effective coordination, management and delivery of our performance Monitoring and licence compliance activities within ERCP, and as appropriate support the wider development of innovative and robust solutions to policy issues relating to our portfolio of different workstreams across economic regulation and competition policy.

Core accountabilities

 

  • Implementing and overseeing proportionate policies for monitoring HAL, GAL and NERL performance, as well as their compliance with statutory and licence obligations.
  • Identification of potential risks to consumers from regulated companies’ under performance and developing our response to mitigate such risks occurring and impacting consumers.
  • Ensuring licences remain effective, proportionate and accessible – with appropriate consideration and assurance of proposed licence modifications as part of policy development.
  • Receiving, reviewing and challenging regulatory submissions from licensees and other stakeholders, making sure they are properly tracked and responded to.
  • Ensuring relevant areas for enforcement action are identified and escalated.
  • Actively engaging and managing relationships with licensee counterparts.
  • Ensuring effective internal stakeholder engagement and reporting of licensee performance, including coordination of regular delivery meetings and providing expert advice to governance forums and CAA senior leadership.
  • Adopting a proportionate approach to other approval, Monitoring and compliance activities where ERCP has regulatory responsibilities.  
  • Working as a member of a team, taking responsibility for the work assigned to them and communicating clearly with team members to keep them updated on progress and emerging issues.
  • Identifying suitable approaches to analysis and developing and producing high-quality analysis to support policymaking for the businesses we regulate.

 

About you

 

Essential criteria

 

  • Experience of gathering and analysing qualitative and quantitative evidence to understand performance and using that data to making robust regulatory and policy recommendations.
  • Confidently able to interpret and apply legislation and/or regulation, with a view to determining compliance with obligations.
  • Experience developing workplans, prioritising and scheduling tasks, monitoring risks and solving problems to deliver high quality outputs.
  • Confident producing reports on progress, risks, analysis and policy decisions to a high standard.
  • Well organised and with strong data and record management skills.
  • Strong collaborator and passion for building positive and challenging working relationships with stakeholders.
  • Experience developing and delivering analysis on economic or financial policy issues relevant to regulated companies, for example within a government department, regulator, or regulated company (or other relevant experience)

 

Desirable criteria

 

  • A background in performance Monitoring and compliance, including development of processes to deliver effective compliance or enforcement investigations.
  • Experience of working in multidisciplinary teams, delivering work through team members and developing team members.
  • Experience of collecting, storing, and classifying data and evidence.
  • Experience working in a regulated industry.

This role also offers an opportunity to acquire or enhance knowledge of economic regulation and opens doors to a range of further roles within the CAA and beyond. The CAA is committed to offering flexible working arrangements. Many members of ERCP already work a variety of non-standard working patterns and that flexibility would also be available for this role. The team currently requires attendance in the office around one and half days per week on average and we will keep this under review based on team needs. The CAA also has an accommodating policy relating to international working such that, with certain conditions, colleagues are able to work from other EEA countries for up to 2 weeks in any rolling 6-month period, or outside the EEA with further approval.

For many appointments within the CAA, roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
