Anexciting opportunity has arisen for a part time Mental Health Act Administratorwithin the Mental Health Act Office at Harrison House. The post holder would require a keen interestin legislation and will have an integral role within the Mental Health Actoffice with regard to all aspects of the Mental Health Act (1983) and Code ofPractice (COP). They will be responsibleon a day-to day basis for the administration and implementation of the MentalHealth Act (1983), assuring that the requirements of the Act are met. The role will also support the Mental HealthAct Office Manager. The post holder willbe an excellent communicator and coordinator, with a range of personal, wordprocessing and computer skills. The postwill play a key role in ensuring service users are legally detained.
Main duties of the job
The Mental HealthAct Administrator be responsible for the provision of an efficient, effectiveand comprehensive Mental Health Act administrative service, ensuring throughpolicies and procedures that the requirements of the Mental Health Act are metand the interests of our service users are safeguarded. To take the lead in thesetting up of new administrative procedures, developments and working methodsfor the administration of the Act. To ensure day to day compliance with theCode of Practice of Mental Health Act 1983.

Job responsibilities
COMMUNICATION
Thepost holder will be required to liaise with staff at all levels throughoutNavigo in order to effectively carry out their duties.
Towork closely with Hospital Managers, the MHRT, service users representatives,solicitors, advocates, carers and service users Nearest Relative under theAct.
Toliaise with the MHA Office Manager and or the Navigo Legal team to seekclarification on particular points of the Act.
Toliaise with the Care Quality Commission with regards to service user focusedvisits and the booking of Second Opinion Appointed Doctors when required.
Toprovide all service user information to the Care Quality Commission asappropriate.
Ensureall medical claims forms for assessments under the Act 1983 are endorsed andprocessed.
Toreceive and process incoming telephone messages, receive and relay informationto relevant parties, dealing with these in a helpful, confidential andsensitive manner.
Dealingwith enquiries from service users/relatives both face to face and by telephone.
To bea point of contact for queries regarding the Mental Health Act 1983
Workadditional hours when necessary to cover the MHRT/Hospital Managers Appeals.
Anyother reasonable duty in connection with the work of the Department.
ADMINISTRATIONOF THE MENTAL HEALTH ACT 1983
Tocarry out day-to-day administration of the Act and to ensure that allappropriate procedures have been performed correctly and timely.
To beresponsible for the receipt and scrutiny of section papers on behalf of Navigo ensuring that no patient is detained or treated illegally.
Tocheck that any rectifiable errors are amended accurately within the time limitsas set out by the Mental Health Act 1983.
Toensure an adequate reminder system is in place to ensure Clinicians areprovided with timely reminders for the expiry of sections and consent totreatment due dates.
Toensure existing systems for the administration of the Act continue to supportthe needs of clinical staff.
Tomaintain an effective and safe system of storage for the MHA section papers.
Toensure that there is an adequate supply of statutory MHA forms and rightsleaflets and to order supplies when necessary.
Totake the lead in the setting up of new administrative procedures, developmentsand working methods for the administration of the Act.
Toensure day to day compliance with the Code of Practice of Mental Health Act1983.
Toensure that the administration requirements of the Mental Health Act 1983 arefollowed and adhered to during the admission of detained patients.
Toprovide administration support to the Mental Health Act Office Manager
PATIENTRIGHTS
Todevelop and maintain monitoring systems to ensure detained patients are advisedof their rights on a regular basis.
Tomonitor the receipt of rights forms by nursing staff.
Toassist service users in seeking to find legal representation or advocacyadvice.
Toprocess any request by Nearest Relatives requesting the discharge of theirrelative and to ensure statutory time scales are adhered to.
Toliaise with Approved Mental Health Professionals and remind them of their dutyto consult with the Nearest Relative where this may not initially have happened
Toensure that all appeals to the Hospital Managers are dealt with promptly andthat all such requests are processed within the time limits specified inNavigo.
Toorganise and co-ordinate Mental Health Act Managers reviews/appeals liaisingwith the Mental Health Act Hospital Managers, service users, psychiatrists,social workers, nurses, solicitors, advocates and any other agencies asappropriate.
Toliaise with relevant care professional, solicitors, advocates and relatives toensure that the required reports, information and documentation is availableand that care professionals remain compliant with Navigo's time scales.
Todistribute all appropriate documentation prior to the review or appeal.
Toensure venues and adequate refreshments are arranged.
Toassist in arranging Hospital Managers informal visits to inpatient units.
Todevelop and maintain reminder systems to ensure that Navigo fulfils itscommitment to organise automatic reviews for those patients whose detention hasbeen renewed.
Toarrange Hospital Managers Committee meetings and to be responsible for andprovide organisation and administrative support, such as dissemination ofagendas; taking minutes and information for these meetings.
MENTALHEALTH REVIEW TRIBUNALS (MHRT)
Todevelop and maintain reminder systems to ensure that the Care Trust Pluscomplies with the requirement of the Act in arranging automatic hearings forthose patients who have not themselves appealed against their detention withinthe appropriate time scales.
Toensure that all appeals to the MHRT are dealt with promptly and that all requestsare processed within the statutory time limits.
Tonegotiate with MHRT staff hearing dates and to confirm the necessaryarrangements.
Toensure venues and adequate refreshments are arranged.
Toliaise with relevant care professionals, solicitors, advocates and relatives toensure that the required reports, information and documentation is availableand that care professionals remain compliant with Navigo time.
Toperform the role of Mental Health Review Tribunal Clerk within the confines ofthe Trusts service level agreement with the Department of Health whichnecessitates direct contact with service users and relatives, solicitors andthe Mental Health Review Tribunal members.
Todistribute all documentation following the tribunal to attendees.
INFORMATIONAND STATISTICS
Tocollect and collate statistics on a monthly basis for the attention of the MHA Manager, Hospital Managers and centraltrust requirements Mental Health Act
Toassist with the preparation of information and statistics for the HospitalManagers, the CQC and any other interested parties as required.
Toparticipate in collection of data for audit.
MENTALHEALTH ACT SUB COMITTE
Toarrange MHA Sub Committee meetings and to be responsible for and provideorganisation and administrative support, such as dissemination of agendas;taking minutes and information for these meetings.
OTHERDUTIES
Toprovide an administrative/secretarial support service to the MHA OfficeManager, using knowledge of a range of I.T. applications. This includes typing/word processing,photocopying, spreadsheets, email, filing, dealing with mail, composition ofletters, memos as required, typing of reports and ordering of a supply of stockand non stock items.
Toact on own initiative to bring to the attention of MHA Office Manager or seniorstaff members any relevant concerns he/she considers may jeopardiseservice/delivery and or care provision.
Tomaintain on a daily basis accurate System One and Thalamos computerisedregister for detentions under the Mental Health Act, including recordkeeping/data base for those on Section 117 MHA.
Tobring to the attention of appropriate manager and meetings issues regarding thecomputerised system and to assist in training staff on the system in relationto the Mental Health Act.
Tomaintain confidentially at all times and comply with the Data Protection Act,Access to Health Records and Freedom of Information Act.
Toattend mandatory Trust training days relevant to the post and maintainnecessary skills to fulfil the post and to keep up to date with new legislationrelating to the Mental Health Act and attend training courses and dates whennecessary.
Otherwork and general duties as delegated within the overall purview of the post.

Qualifications
- Educated to GCSE level (or equivalent) with qualifications in English and Maths
Experience
- Previous administration experience including report preparation, organising meetings, liaising with customers/clients
- Good knowledge of Microsoft Office including Word, Excel and PowerPoint
- Experience of working in a Healthcare environment alongside medical practitioners is desirable
- Knowledge of Mental Health Act 1983 (MHA 1983) is desirable
- Knowledge of compliance and auditing systems required by regulatory bodies (CQC) is desirable
