Job DescriptionJob purpose To take a lead in supporting the development, performance, and quality within the Care Delivery Service.ResponsibilitiesTo lead, direct and deliver change as required within the Care Delivery Service. Building and sustaining effective communications both internally and externally. Understanding and applying quality management principles and processes. To keep up to date with all key developments and legislation which have Directorate, corporate and local implications. To ensure and maintain a coordinating role with service managers with regard to the Care Quality Commission (CQC) and any other regulatory bodies. To contribute to workforce planning and take a lead in developing and delivering training and induction programmes to appropriate management teams and staff. To establish and maintain a network of contacts throughout the Council, Third Sector Organisations, customers, carers and the wider community which will enable effective participation in collaborative working and participate in strategic developments by contributing to and attending forums, conferences and workshops etc. To contribute to all service development planning to ensure the service adapts and meets the needs of current customers and those who may access the service in the future. To lead on the development of both strengths based and asset-based community development work and develop excellence in these areas - offer support on site where required. To ensure that where improvements in performance and quality standards are identified that these are addressed, monitored, evaluated and reviewed. To take a lead role in service development and customer and carer involvement strategies and projects. To support and maintain the development of policy, procedure and protocol to deliver a quality service. Ability to ensure best practice within specific service areas are evidenced in line with regulatory and performance requirements and that time scales are achieved. To research, analyse and identify the need for change arising from inspections, stakeholder feedback and internal and external investigations. To lead in ensuring that appropriate performance and quality monitoring information is always up to date. To take a lead in project work and provide direction and supervision to staff where required. To undertake the preparation and presentation of briefings and reports. To assist the Principal Service Managers with the application of Council policies and procedures, for example: Improving Attendance, Grievance etc. To take an active role in the recruitment and retention of the workforce. To work in partnership with all stakeholders to ensure that the Care Delivery Service is responsive to the wishes and aspirations of customers. Lead in organising and developing customer focus groups, presentations and events to promote the service. To support the safeguarding of customers within a positive risk management framework, ensuring that all safeguarding issues are monitored and reported promptly in line with the multi-agency framework. To respect the confidential nature of the work and ensure that customers and carers are aware of the Councils policies relating to the customers access to files and to work within the appropriate information sharing protocol and the General Data Protection Rules (GDPR). To comply with the requirements of all Leeds City Council policies, procedures and staff instructions, including responsibilities under the Health and Safety Policy and Procedures. To promote actively and support Leeds City Councils Policies on Equal, Inclusion & Diversity. The duties outlined are not meant as an exhaustive list and will also comprise any other duties within the spirit of the post commensurate with the job evaluation outcome for this post. QualificationsIf you do not hold the QCF Level 5 qualification you must be prepared to undertake the award within 6 months of commencement. You must also undertake the Skills For Care Management Induction within 12 weeks of commencement of the post.Essential requirementsIt is essential that the candidate should be able to demonstrate the following criteria for the post. Ability to analyse complex information from a variety of sources with regard to social care policy and business planning. Ability to use various forms of information technology. Ability to motivate and demonstrate competence whilst developing staff. Ability to prioritise work and that of other and to manage time effectively. Ability to manage constant and conflicting demands. Ability to manage, support and implement change. Able to promote performance and quality standards by maintaining and reviewing all relevant documentation. Able to interpret and implement Council policies, legislation and trends relating to the customer group and in accordance with the Councils values, KPIs and strategies. Ability to manage small projects within tolerances of cost, time and quality. Ability to plan and monitor projects. Ability to prepare and monitor budgets. Ability to produce a communications plan. Ability to prepare a lessons learnt report.KnowledgeOf current, trends, policies, legislation and regulatory bodies in relation to vulnerable adults with in a social care setting. Demonstrate an in depth awareness of the needs and safeguarding issues associated with vulnerable adults. Of the importance of confidentiality and the needs and wishes of customers as appropriate. Of the importance of General Data Protection Rules (GDPR). Of diversity issues within local communities. Of detailed knowledge of the Care Quality Commission (CQC) regulations for both registered care and domiciliary services. Demonstrate in depth knowledge of managing large staff teams. Of the tools and approaches that may be used in the planning of services. Of the roles and key issues affecting all major stakeholders. Of the contribution that effective planning and development makes to the delivery of high quality, high value social care services. Of how to prepare and present complex and contentious reports. Of in depth understanding and implementation of Council Policies and Procedures such as Health & Safety, Improving Attendance etc. Of how other providers and organisations work. An understanding of the Authority, its function and organisation. It is essential that you hold an RQF in Health and Social Care or management at Level 5 or its predecessor at Level 5 or if you do not hold a relevant RQF you must be willing to undertake the RQF Level 5 within six months of commencement in this post. ExperienceOf working in a social care field, ideally in the delivery or planning of care and support services to relevant customer groups. Of Multi-agency and collaborative working. Of working to targets and in the production of high quality output in the face of tight timescales. Of using initiative and a commitment to developing services. Of implementing both strengths based and asset based community development working. Of customer involvement processes. Of delivering training to a wide variety of customers and staff. Experience of working alongside customers to improve services. Managing project risks.
