Job Title: P3O Principal Designer
(Role encompasses the Principal Designer, CDM Advisor & Site Health and Safety Inspector)
Location: Royal Berkshire Hospital, Reading RG1 5AN
Pay: £25.60 per hour

Hours/ Shift Pattern: 37.5 hours per week Monday to Friday 08.00-16.00

Job Overview

The general requirements of the P3O Post Holder will be:

  • To provide Project Support to the Senior Project Manager (P3O Programme Manager) and all Project Managers.
  • To participate in the development and implementation of department procedures and systems such as P3O and Brand Manual development.
  • To provide key performance indicators which demonstrate the performance of the Trusts Estates and Facilities capital programme against national and local standards.
  • To assist in the management of external resources on behalf of the capital technical team and provide professional, efficient, customer focussed and cost-effective services.
  • Flexibility to assist/cover other Project Managers with their responsibilities when directed by the Head of Projects.

What You'll Be Doing:

  • Autonomous Project Management: Take charge of multiple projects concurrently, exhibiting your expertise in managing projects of diverse sizes and complexities.
  • Stakeholder Engagement: Be the linchpin in advising and liaising with stakeholders, clinical management teams, and other key personnel at all levels across the Royal Berkshire NHS Foundation Trust.
  • Collaborative Project Support: Work together with Project Managers, offering day-to-day support in dealing with Quantity Surveyors, Cost Engineers, Mechanical and Electrical Consultants, Public Health and Building Fabric Consultants, Structural and Civil Engineers, Principal Contractors, Subcontractors, and Specialist Contractors.

Principal Designer: Ensuring Health & Safety Excellence in Construction

The Principal Designer plays a pivotal role in steering health and safety practices throughout a construction project. With a focus on the pre-construction phase, decisions made during design significantly impact the overall safety of all involved parties. The role encompasses:

  • Planning and Coordination: Manage, monitor, and coordinate health and safety in the pre-construction phase. Consider relevant information and update the pre-construction phase plan as the project evolves.
  • Client Support: Assist the client in gathering pre-construction information and provide essential details for Designers and Contractors to fulfill their duties.
  • Risk Management: Collaborate with other designers to eliminate foreseeable health and safety risks. If elimination isn't possible, take steps to reduce or control those risks.
  • Communication and Cooperation: Ensure effective communication and cooperation among all parties involved in the pre-construction phase.
  • Liaison with Principal Contractor: Keep the Principal Contractor informed about risks that need control during the construction phase.

CDM Advisor: Expert Guidance on 2015 CDM Regulations

As a CDM Advisor, the role involves providing advice on 2015 CDM Regulations, preparing associated documentation, and ensuring compliance. Key responsibilities include:

  • Documentation Preparation: Create construction phase plans, pre-construction information, F10's, H&S files, and more as per CDM 2015.
  • Risk Management: Ensure Risk Assessments and Method Statements (RAMS) are in place for each project.
  • Site Oversight: Conduct site audits, inspections, and investigations as needed. Attend design and client team meetings to advise on risk and H&S legislation.

Site H&S Inspector: Safeguarding Health, Safety & Environment

In the role of Site H&S Inspector, the focus is on promoting company health, safety, and environmental policies. Responsibilities include:

  • Inspections and Audits: Carry out safety inspections and audits, ensuring compliance with codes of practice, method statements, and company safety arrangements.
  • Training: Provide health, safety, and environmental training to the P3O team.
  • Advisory Role: Advise on all health, safety, and environmental matters within construction.
  • Incident Management: Conduct site safety inspections and handle incident and accident investigations and reporting.

Person Specification:

  • Qualified to HNC/HND level or equivalent or possess equivalent experience in an Estates Management environment.
  • Specialism in P3O with appropriate knowledge.
  • NEBOSH Construction accreditation.
  • Thorough understanding of CDM2015.
  • Excellent people skills and the drive to ensure that Trust Values are always followed.
