We are looking for a Policy Analyst, Environment and Climate Change Committee to join our Committee Office at the House of Lords. You will be leading high-quality research and analysis on multiple areas of public policy, as well as delivering written and verbal briefings and organising evidence sessions with a range of stakeholders.

This is a fascinating and highly rewarding role. Your work will have influence and impact in a range of subject areas – recent inquiries have focused on electric vehicles and protected areas for example.

This is an opportunity to work on a hybrid basis - you will be able to work up to 3 days from home (dependent on business needs) and a minimum of 2 days on-site in Parliament. This is an exciting opportunity for someone who has a keen interest and prior experience within this policy area and enjoys working in a fast paced, dynamic working environment.


You’ll be accountable for

  • Attending committee meetings held in person at Parliament and briefing the Chair and members of the Committee orally at Committee meetings.
  • Suggesting and researching subjects to be investigated by the Committee and writing briefing material and inquiry scoping notes.
  • Identifying and contacting prospective witnesses and preparing possible questions that members might put to them.
  • Analysing and summarising evidence submitted to the Committee and drafting briefing notes on key issues.
  • With the Clerk, drafting Committee reports.
  • Liaising with a range of people with an interest in the Committee’s work and keeping up to date with developments and debates within its remit.

What we’re looking for

  • 2:1 undergraduate degree or equivalent qualification/experience. Please contact the hiring manager if you do not have a 2:1 undergraduate degree and would like to discuss whether your experience qualifies you for the role.
  • Relevant expertise including good knowledge and experience of Environment and Climate Change-related public policy and the UK public policy environment.
  • Communication including excellent written communication skills, including the ability to distil large volumes of material into clear, concise, and analytical briefings and reports.
  • Political judgement including understanding of the political context of the Committee’s work and wider public policy debates.
  • Personal effectiveness including the flexibility and resilience to produce high-quality work to tight and competing deadlines, showing initiative where appropriate.
