Job Opportunity with CGD (London or DC)
  • Job Title: Policy Analyst - Migration Programme
  • Location: London, UK or Washington DC, US
  • Salary: £46,725 - per annum, pro-rata

CGD an independent, non-partisan research organization seeks a full-time Policy Analyst for its Migration, Displacement, and Humanitarian Policy (MDHP) programme. The successful candidate will have experience with research and policy analysis in relevant policy, economics, political science, or a related field. They can be based in either our Washington DC or London offices, with a slight preference for London.
Responsibilities
Green-skilled migration. Support MDHP staff in delivering a new programme of work on green-skilled migration, including:
  • Conduct labour market and policy analysis to understand potential entry points for new green-skilled migration pathways.
  • Support in the design and implementation of green-skilled migration pathways.
  • Design and conduct impact evaluations of green-skilled migration pathways.
  • Conduct policy outreach at the local, national, and global levels, building policymaker connections and socializing the broader ideas.
  • Support MDHP and communications staff in developing and running the new green-skilled migration high-level working group.
  • Support MDHP staff in maintaining a relationship with our donor, including leading on the development of donor reports.
  • Support MDHP staff in ensuring the green-skilled migration project achieves impact, including developing a theory of change and maintaining internal impact evaluation processes.

Other.
  • Establish and maintain effective working relationships with a diverse range of parties involved in research and strategy advice projects, including CGD staff, national and international consultants and academics, clients, partners, and global funders.
  • Build relationships with local, national, and global partners and help support the formation of communities of practice in global policy and research.
  • Support MDHP staff in designing and delivering high-profile events.
  • Provide other research, writing, editing, and publishing of reports and articles for peer reviewed journals, including collaborating with senior staff and members of the CGD communications team to draft blogs, policy briefs, and notes.
  • Undertake short- and long-haul travel to ensure CGD has the greatest impact in the countries we work in
  • Be an active member of the MDHP team, supporting broader research impact activities as well as grant development and reporting.
  • Perform other duties within the range of skills and abilities of the post holder, as required in support of senior staff.

The successful candidate will have the following qualifications, experience and skills:
Desirable
  • Master’s degree in economics, finance, or a related field
  • Research or policy experience gained in low- or middle-income countries
  • Knowledge of the impacts of the green transition on labour markets
  • Experience with migration policy and / or the design of labour migration pathways

Essential
  • Experience with impact evaluations, ideally in design, implementation, and analysis
  • Track record of providing strategic or technical advice to senior policymakers
  • Outstanding attention to detail; proven ability to advance research projects with hands-off supervision while being accountable for the accuracy of outputs
  • Competent in working in complex multi-stakeholder environments, and ability to quickly grasp the political dynamics of new contexts
  • Strong communications and writing skills in English, including the ability to communicate complex messages to a wide audience
  • Excellent research and writing skills, and will be able to rapidly produce high-quality briefing materials on any relevant development policy topic.
  • Willingness to undertake short- and long-haul travel, to further CGD impact in country
  • Demonstrated leadership and management skills.
  • Confidence, flexibility, can-do attitude, and intellectual curiosity in a demanding and fast paced environment.
  • Good humor and collegiality.
