Job summary

This post is within the Healthcare Associated Infection, Fungal, Antimicrobial Resistance, Antimicrobial Utilisation & Sepsis Division (Clinical & Public Health group) of UKHSA. The mission of the division is to protect people from healthcare-associated and antimicrobial resistant infections, through world-leading public health microbiology, outbreak response, surveillance, antimicrobial stewardship, modelling, research and evidence-based interventions.

The post holder will provide a leadership role for HCAI & AMR health and economic modelling within the HCAI & AMR Modelling and Evaluation Group. This will include the instigation, development, coordination, management and delivery of AMR & HCAI modelling and economics research. This post contributes to UKHSA’s capacity and capability building role for the high priority area of AMR & HCAI. The post holder will be expected to play a leading role in strengthening modelling and economics of Infectious Diseases as an integral part of UKHSA.

The post-holder is expected to work collaboratively, particularly establishing and maintaining strong links with academic institutions, to develop appropriate evidence to optimise decisions on national disease control policy.

The UK Health Security Agency (UKHSA) operates a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month). Specialist or regional roles will be based at the appropriate UKHSA site. Responsibilities section:

As a Principal Infectious Disease Modeller andHealth Economist your main responsibilities will include:

  • To lead UKHSA modelling and economics research in the field of AMR & HCAI and ensure UKHSA continue to provide internationally competitive expertise in this area.
  • Responsibility for leading and overseeing the development and implementation of mathematical/health economic models of HCAI and AMR transmission dynamics and control to mitigate against these Infectious Disease threats and their consequences and provide evidence to inform policy.
  • To ensure quality of models and develop and implement protocols for managing their development.
  • To provide evidence-based advice to inform decision-making (e.g. to the Department of Health and Social Care) on the likely effect of different policy options for controlling Infectious Diseases, specifically AMR and HCAI, through the oversight of research and analysis using a variety of modelling approaches.
  • To pro-actively identify funding opportunities to support ongoing development and innovation of AMR & HCAI modelling and Health economics, in particular to lead the identification of knowledge gaps, and lead on or contribute to collaborative research proposals, and obtain research grants from national and international funding bodies to address these areas. Assess modelling and Health economics needs in AMR & HCAI for UKHSA and the wider workforce and advise on and contribute to the strategic direction of UKHSA in the area of AMR & HCAI modelling and economics, ensuring the future development and relevance of work.
  • To establish and strengthen collaborative networks with staff in academic institutions to develop further the theoretical basis of mathematical models and/or economic evaluations in Infectious Diseases, specifically with respect to their policy applications in the UK and outside if appropriate.
  • To liaise with members of the Statistics, Modelling and Economics Department and other UKHSA modellers to facilitate two-way transfer of state-of-the-art Infectious Disease modelling and economics techniques across different disease areas.
  • Responsibility for line- management of relevant staff employed in HCAI & AMR Modelling and Evaluations Group and staff employed on specific projects, and to be responsible for the scientific development of staff, as well as to supervise postgraduate research students as appropriate.
  • To take responsibility for and co-ordinate relevant collaborative projects with groups within UKHSA and externally.
  • Manage budgets relating to AMR & HCAI modelling and economics research, both from internal and external funding sources (e.g. research grants, DHSC and EC funding).
  • Provide a focal point role within UKHSA and for external stakeholders for AMR & HCAI modelling and Health economics.
  • To lead in producing publications in peer-reviewed journals, scientific reports for presentational and national and international meetings, and for decision-making bodies.

Essential Criteria:

  • PhD - with a focus on mathematical modelling/health economics relevant to Infectious Diseases
  • Evidence of continuous professional development in the field of mathematical modelling, economic evaluations, epidemiology or health protection with senior postgraduate research experience relevant to AMR & HCAI infection prevention and control
  • Significant senior management and leadership experience
  • Experience of development and application of mathematical/economic models of communicable disease transmission and effects of interventions.
    • Specifically, experience of development of mathematical/economic models relevant or transferable to AMR & HCAI, preferably for use in informing national policy.
    • Analysing epidemiological and cost data including to parameterise transmission-dynamic or intervention evaluation models
    • Computer programming
  • Understanding of health and political policies and priorities, alongside the research landscape, relevant to HCAI and AMR
  • Experience of initiating and writing successful research grant applications, alongside leading secured grants and scientific projects including project, resource and budget management
  • Experience of line management and appraisal of staff as well as working effectively across all levels of seniority
  • Nationally and internationally recognized track record of research with a proven record of collaborative and multi-disciplinary working within and across organisations, alongside a record of publication of scientific papers in peer-reviewed journals.
  • Demonstrable excellent written and verbal communication skills, including ability to communicate complex ideas and methods (both orally and written) clearly and succinctly to a wide range of audiences.
  • Highly self-motivated, with proven ability to initiate, sustain and complete project work, working with initiative, independence and autonomously without supervision
  • Organisation, planning and time-management skills, including ability to meet deadlines, develop long-term plans, taking into account uncertainties across a range of organisations

This post will involve an interview by video.

Candidates will also be asked to participate in a session where they will be required to prepare and deliver a 5-10 minute presentation to the panel. This will be followed by a question-and-answer segment. The presentation will be designed to assess each candidate’s experience in line with the requirements of the role.
