Position: Procurement Manager
Rate: £400 per day (Umbrella)
Location: Sutton
Job Purpose:
The Procurement Manager is responsible for acquiring construction-related contracts for the Sutton Housing Partnership in compliance with relevant legislation, meeting operational business needs, and ensuring value for money.
Key Responsibilities:
- Document all procurement activities and maintain the contracts register.
- Assist in creating, implementing, and managing the Contract register.
- Notify relevant managers of contracts due for renewal or retendering.
- Advise and support managers in contract renewal and renegotiation.
- Produce Briefs and Specifications for work tendering, utilizing consultants when necessary.
- Administer tenders, including OJEU tenders, following Sutton Housing Partnership procedures and legislation.
- Maintain accurate records of all tender correspondence and procurement savings.
- Provide support for major procurement activities across all levels of the business.
- Ensure efficient procurement by collaborating with other departments and organizations as per Sutton Housing Partnership policies.
- Conduct financial viability checks on suppliers/contractors.
- Stay updated on procurement legislation changes and inform the Directorate.
- Collaborate with the Operational Procurement lead to develop and execute the Directorate’s Procurement Strategy.
- Recommend and implement new procurement methods.
- Assist in enhancing procurement processes and introducing e-procurement systems.
- Contribute to achieving efficiencies in alignment with Procurement and Value for Money (VFM) strategies.
- Maximize use of Procurement for Housing and other consortia and frameworks.
Essential Skills, Experience, and Attitude:
- Effective communication with internal and external stakeholders.
- Proven experience in administering e-procurement, tenders, and invoices.
- Strong ability to prioritize tasks and meet deadlines.
- Proficient in Microsoft Office.
- Understanding of local authority challenges and detailed knowledge of UK and EU statutory and regulatory frameworks related to Social Housing Services.
- Familiarity with Investment, Repairs and Maintenance Strategies, Quality and Performance Standards, Specifications, Procedures, and Monitoring Formats.
- Capability to ensure Value for Money (VFM) and maximize resource impact on Stock Investment and Asset Management.
- Excellent interpersonal skills for effective collaboration with colleagues and external partners.
- Proficiency in using various PC and mainframe IT applications relevant to the team's work.
