Job Title:Procurement Systems Implementation Consultant (Oracle)

Contract Type: Interim
Annual Salary: £650 to £700 per day
Working Pattern: Full Time
This role will work as part of a council wide programme to improve the way the organisation uses its back office core systems (Oracle Fusion) and improve their purchase to pay process (P2P).
What You'll Do:
- Develop the organisation's use of Purchase Agreements (Blanket Purchase Agreements or Contract Purchase Agreements) to capture actual spend against contract value and manage expiry dates
- Use Oracle i-supplier portal to implement Purchase Order 'flip' capability for suppliers to enter and monitor status of their invoices
- Review the use of Blanket Purchase Agreements (BPAs) by other councils to understand in detail respective benefits and validate their proposed use
- Develop the process of creating and maintaining Purchase Agreements in Oracle including the required information that will need to be interfaced from the council's electronic contract register. Develop the detailed process for creating and approving requisitions against the Purchase Agreements in place
- Develop a process to use Purchase Agreements to monitor spend against waivers (to prevent ongoing use beyond the agreed period and value of the approved waiver)
- Work with the council's technical support partner, to develop, test and deliver the technical solution within Oracle (including the interface referred to above) including associated reporting
- Implement the solution in a phase manner, focusing on the council's larger contracts with an expectation that this will extend to all contracts above £25k
- Define and agree the Accounts Payable (AP) the detailed future process for invoice entry and approval via i-portal
- Agree with AP a proposed implementation schedule and manage communications to supply base
What You'll Need:
- In depth experience of delivering similar contract and e-invoicing solutions
- Detailed knowledge of Oracle Fusion procurement would be highly beneficial
- Engagement with Technical Partners in a knowledgeable way so technical requirements are clear
- Delivery of effective business wide communications
- Engagement with users to ensure solutions workable and they actively contribute to testing
