Following the successful delivery of multi-disciplinary projects in the Southern region in 23/24 continuing to deliver a strong work bank Enable Infrastructure are looking to develop the experienced team with future leaders. We have various CP7 schemes ongoing with Network Rail and Transport For London as well as developing links into new renewables and utilities infrastructure markets and would like to expand the region with strong Project Controls management.
Project Controls are integral to ensure the quality of a project is to the required standard, and to give direction to the Project Manager with regards to time and cost. The Project Controls Manager (PCM) is responsible for collating and analysing the performance, time and cost data. A PCM plays a crucial role in overseeing and managing project activities, ensuring smooth progress, and ultimately contributing to project success.
The management of the project cost control team including cost engineers, planners and QS.
Provide Project Controls management, including baseline schedule development and management, performance status and reporting, baseline change control, risk management, earned value management guidance and tools.
Create ‘Budget to Builds’ for the project cost control team.
Set up and maintain project control budgets and cost control reports in E-Vision.
Develop monthly analysis of ‘forecast vs. budget’ and schedule performance and movement on each project.
Advise and consult on the application of effective planning techniques and controls (earned value, cost and schedule variance, estimates at completion, critical path analysis).
Support programme integration, governance, formats, plan optimisation, and Project Controls best practices.
Support and advise on the definition of Project Controls and Earned Value Management policies, procedures and the standards required to deliver projects.
Develop quarterly forecasts in line with CVR periods.
Support the development of integrated master schedules for specific programmes in Primavera and/or Microsoft Project that reflect all interface milestones and activity durations from multiple contractors’ schedules and feed changes to the integrated master schedule.
Monitor and control programme compliance in respect of the project’s contractual obligations.
Managing and directing the project team across a variety of project control activities, such as scope, change, risk and schedule.
Anticipating and resolving project control issues that may affect the project and the company.
Monitoring programme budgets to ensure they are adhered to and cost to completions are evident.
Co-Ordinating and communicating with Project stakeholders to ensure that everyone is aware of current project issues and status.
Ensuring that all projects are completed on time, within budget and with high quality standards.
Preparing Monthly analysis reports where applicable, Company specific.
Provide regular briefing on projects to the relevant Project Manager on financials, schedule status, issues and concerns.
Build a good communication line within the team and improve the team dynamic.
Experience
Experienced in Project Controls in the construction/infrastructure industry, with a track record of successful project delivery
Effective communication within team and with stakeholders
An experienced user of the relevant Programme tools, techniques
Experience in the implementation of Earned Value Management based Project Control systems, in accordance with relevant national standards
Experience in working on NEC 3 projects
Practical ability to utilise critical project management concepts (e.g. EVM, project planning, risk analysis, configuration management
Computer literate & experienced in Microsoft Office applications.
Qualifications
- Bachelor's degree in Engineering, Project Management, or a related field
- APMP - Certified Project Management Associate.
- Earned Value Foundation (APMG)
- Strong understanding of project management principles, practices, and tools, including scheduling, cost control, risk management, and reporting
- Experience in managing a team of Project Controls professionals
- Excellent communication, leadership, and stakeholder management skills
- Strong analytical and problem-solving skills
- Proficient in project management software and tools, including Primavera P6, Microsoft Project, and Excel
Technical skills
Numerate and able to demonstrate strong excel, project and PowerPoint skills, computer literacy is essential.
