**Project Development Engineer** (Contract)
Duration: 12 Months (Possibility for Extension)
Location: Warwick/Hybrid (Role can be fulfilled remotely)
Rate: A highly competitive Umbrella Day rate is available for suitable candidates
Role Profile
The plan associated with this role is in early development and the individuals role will be to manage the cable plan within a geographical area to support the development of the RIIO-T3 business plan, managing the investment phase to define project drivers, cost benefits, engineering justifications and kick off the optioneering process.
Ideally candidates will be an authorised engineer, leading a multi-disciplined cable investment team in the project setup, option selection and development of investments. Undertake optioneering and engineering works to ensure optimal cost, fit for purpose and safe delivery solutions are planned and prepared ready for delivery phases in accordance with processes and procedures that deliver the business' regulatory, stakeholder and customer commitments.
Key Accountabilities:
- Appoint and lead the scheme team during pre-construction phases, actively managing key stakeholders to ensure their timely input and agreement to the selection and development of investments, pursuant to timely approvals.
- Develop the least cost, optimal, efficient, and safe solution in line with CDM Regulations and SHESQ considerations. Document all residual design issues, CDM issues, hazards, and risks.
- Undertake the required site and condition assessments, and support type registration, cost estimation, tendering, contract award, programme & project risk mitigation and innovation activities to enable the delivery vehicle to implement the agreed solution on site.
- Assess the need for Front End Engineering Design (FEED) or ECI support and where required, appoint, and lead the FEED or ECI Contractor in their activities. Monitor and control NEC4 FEED and/or ECI budgets and resolve any contractual issues in a timely manner.
- Monitor and control portfolio of investments throughout the pre-construction phases and provide competent, accurate and timely financial forecasting information to support regulatory reporting, and business and capital planning.
- Support the tendering process of projects entering delivery, to provide expertise and lead in the production of competent NEC4 site information and project specific scope and other procurement documentation where relevant.
- Enact the role of Client's Delegated Representative and where appropriate, Principal Designer under CDM Regulations (as required)
- Ensure that core data for the pre-construction phases for the individual portfolio of investments are maintained to the highest levels of quality and accuracy.
- Take on board lessons learnt from completed and in-flight investments, including lessons from analysis of compensation events into early investment phases so that the engineered solutions deliver the essential scope at optimal cost.
- Ensure that system outage and resource requests are submitted for portfolio of projects in a timely manner to enable optimised plan build.
Knowledge, Experience and Technical Know How:

- Proficient business writing and communication skills
- Proficient understanding and demonstrable working knowledge of key business processes and governance
- Demonstrable technical knowledge of the Electricity Transmission System and the transmission assets
- Proficient knowledge of the application of CDM, Safety and Environmental Regulations
- Proficient project management skills including management of time, cost, safety, and risk.
- Financial control experience required.
- Proficient knowledge in Contract Management and demonstrated commercial acumen.
