Key Responsibilities:
The department wishes to recruit a Project Lead to join the Programme Team, initially on a six month basis but with an opportunity to extend, to lead the scoping, design, delivery, and evaluation of a pilot project
Person Specification
The successful candidate will need to be able to draw on an understanding of strategic-level, an understanding of the Northern Ireland policing and political context, and a track record of leadership to build partnerships for delivery. They will need to have sufficient authority to be able to successfully influencing to drive systems change
We are looking for a proactive, authentic, persuasive leader who can work at pace and under pressure to deliver a report to agreed timescales.
Main duties and responsibilities:
Project Development and Management Skills
- Mapping of existing mechanisms for integrated management of offenders and individuals at risk in pilot localities
- Identification of wider interventions that could be drawn on to support target beneficiaries
- Design of a process model for coordinated, locality based multi-agency approach drawing on lessons learned from comparable experience
- Design of specification for locality-based delivery roles, and identification and recruitment of appropriate delivery staff for pilot phase of project
- Oversight of implementation of the pilot phase of project
- Evaluation of pilot phase of project and recommendations on next steps
Communications and outreach
- Building and maintaining effective working relationships with stakeholders identified as critical to delivery of the project
- Engagement across the public and private sectors to promote the pilot project, including attending conferences, meetings and events;
- Engagement with PSNI to secure support for the pilot, including the identification, training and mentoring of locality-based delivery staff
- Co-ordinating, arranging and attending meetings, events and outreach activities with stakeholders, and keeping appropriate records;
Project governance
- Management of pilot project to ensure appropriate governance and compliance policy and procedures are developed and implemented;
- Providing a secretariat function for stakeholder meetings and events related to project design and implementation;
- Preparation of update reports for existing Tackling Programme governance bodies - including benefit realisation groups and Sponsor Group, and other stakeholders, briefing documents, presentations, Assembly Questions, media enquiries, etc;
- Providing support in developing business cases as may be required to deliver specific elements of the pilot project.
Essential Criteria applicants must have:
- Education of Degree Level
- Recent (within the last 5 years) experience of designing and delivering multi-agency violence and harm reduction initiatives.
- Demonstrable commitment to, and experience of, delivering problem solving approaches to complex issues.
- Thorough understanding and demonstrable experience of delivering trauma-informed interventions.
- Understanding of public health approaches to violence reduction.
- Recent (last five years) of delivering change in complex community settings.
- Experience of Managing Successful Programmes Methodology, Benefits Realisation and of working with the Northern Ireland Civil Service.
