This is an exciting opportunity to join HCC and lead the Highways Network Management and Enforcement Group. The successful candidate will be responsible for leading a team of around 25 people delivering the Highway Authorities Traffic Management Act responsibilities and enforcement under the Highways Act.
This is a Senior Group Manager position within the highways service. The role will require the post holder to act as the operational traffic manager specifically delegating for the authority’s traffic manager on Network Management issues. In this delegated role they will be required to act with complete independence from senior managers and politicians within the service and wider organisation.
The post holder will be responsible for setting and delivering a number of the highway/traffic authority’s statutory duties and responsibilities, including:
- Traffic Management Act 2004 - Network Management Duty, moving traffic enforcement.
- The New Roads and Street Works Act 1991 - coordination.
- The Highways Act 1980 - Highway enforcement and licencing.

Within this role the post holder will be required to lead working with a range of stakeholders including developers, utility companies, highway teams and community representatives, senior politicians, other local authorities to develop and deliver appropriate solutions in support of the councils’ objectives and policies.
This is a really exciting time for someone to join the team. We’re about to start our new Professional Services Contract and are in the middle of procuring a new Highway Service Term contract. You will be involved in supporting both the procurement and bedding in of these services.
We have recently launched our Network Management Strategy and are starting the role out of moving traffic enforcement, you will take a lead role in delivering these and helping shape future transport priorities within Hertfordshire.
