About The Role
This is an exciting opportunity to be part of our Traffic, Transport & Parking Team as a Senior Transport Projects Officer. In this role, you’ll be primarily leading on the development, implementation and evaluation of local and strategic highway improvement schemes and will have the opportunity to develop your skills in people management, traffic engineering and project management.
About The Team You’ll Be Working In
You will be working as part of the Council’s Capital Projects & Network Management team, where you will be part of a multi-disciplinary project teams that breaks down departmental barriers to ensure the delivery of transformational projects that support achieving the Council’s corporate and transport objectives.
About You

Knowledge and Experience
1. Knowledge and understanding of current best practice in the promotion of sustainable transport – both in terms of infrastructure design and behaviour change initiatives.
2. Knowledge of Department for Transport and Transport for London design requirements and guidance, including TSRGD, Traffic Signs Manual, LCDS and their use in a highway environment.
3. Practical knowledge of requirements under The Construction (Design and Management) Regulations.
5. Experience in managing successful and complex traffic, transport, or public realm improvements and/or travel demand management/social marketing projects in an urban setting.
6. Experience of developing and leading partnership projects between different statutory agencies, third sector stakeholders and local businesses.
7. Experience in effectively monitoring and evaluating the success of transport infrastructure projects and measuring any consequent behaviour change.
9. Experience in developing reports and briefings for senior decision makers presenting these reports for consideration at formal council committees or other appropriate meetings with minimal managerial oversight.
10. Experience of managing and motivating staff
Skills and Abilities
1. Ability to manage projects up to value of c£1m and within a portfolio of projects of up to £2m successfully with an excellent working understanding of practical risk, financial and performance management techniques.
2. Excellent written communication skills with an ability to summarise complex proposals into non-technical language and draft clear, concise and accurate reports and deliver these reports at formal meetings of the council with minimal supervision.
3. Excellent oral communication skills and ability to present information and projects for consideration clearly, concisely and persuasively to a wide range of audiences.
4. Ability to prepare detailed funding applications to access funding from a variety of external sources.
5. Excellent ICT skills, experience of using Microsoft Office applications, MS Project, ParkMap, SignPlot, AutoCAD and GIS.
6. Ability to develop and deliver day to day work programmes/projects with minimum supervision.
7. Ability to help train and motivate staff members reporting to the role.
8. Ability to travel independently throughout the borough in order to carry out site visits.

Essential Qualifications
1. Essential qualifications are not required for this role if all Role Profile provisions are met.
2. Masters level Transport Planning qualification or other sector specific postgraduate qualification desirable but not essential.
3. Project management qualifications are desirable but not essential.
