Job Details

Building and construction is a key sector contributing £21.4 billion to Scotland’s economy per year. Following the fire at Grenfell Tower and other high profile building failures the Scottish Government set up the Ministerial Working Group on Building and Fire Safety to determine what action was needed in Scotland to ensure that buildings were safe for the people who live in and use them.

As a result of the Ministerial Working Group and the Expert Review Panels on Compliance and Enforcement and Fire Safety, recommendations for longer term changes to the Building Standards system in Scotland were made. The Scottish Government’s Building Standards Futures Programme Board was established to deliver the recommendations and oversee transformational change including changes to the Building Standards Delivery Model.

As part of this transformational change the ‘Scottish Building Standards Hub’ was established from the 24th May 2024 to deliver a range of Building Standards system services to all 32 Scottish local authority Building Standards teams, and supporting hubs of expertise, operational partnerships and learning and development. The Scottish Building Standards Hub (SBSH) is a specialist stand-alone unit hosted within Fife Council’s Protective Services.

Being responsible for technical assessment, research, and production of content you will provide a key role in the delivery of the range of Building Standards system services and activities provided by the newly created national Scottish Building Standards Hub (SBSH).

Key areas of work include:

  • You will technically assess and determine national Scottish Type Approval Scheme (STAS) applications. This will include assisting and guiding applicants and their professional agents in making competent submissions.
  • You will be responsible for the development of content in relation to the production and publication of national guidance and information papers.
  • You will undertake research, consult, and advise on matters through the national Dispute Resolution Process on the interpretation or application of a technical, procedural or regulatory matter.
  • You will engage with and advise verifiers, through the SBSH technical enquiry process.
  • You will engage with industry stakeholders and other professionals in support of the services and activities delivered through the SBSH.
  • You will undertake research, consult, and collaborate with all relevant stakeholders on matters of a technical, procedural, or regulatory nature in relation to Building Standards and other associated legislation, in the delivery of all related SBSH services and activities.

This is a permanent full-time position. The grade is Grade FC8, £38,950.71 to £42,686.23 per annum. The Service is based in Fife House, Glenrothes, but the post holder will be a designated home worker and working at home or remotely will be the norm for this position.

The Person

  • You must have an appreciation of tasks undertaken within a Building Standards & Public Safety environment as well as substantial Building Standards and Public Safety verification service experience (approval and compliance/inspection). You must be educated to degree level or equivalent. Being a member of an appropriate professional body e.g., RICS or CABE, is desirable but not essential.

In addition, you must be able to demonstrate:

  • Practical experience of implementing technical procedures,
  • Experience working in a Building Standards environment and exercising a range of Building Standards and safety duties, including policy and process development,
  • Knowledge and understanding of Scottish Building Standards and Public Safety legislation theory, regulations, and service delivery standards,
  • Ability to read and interpret architectural plans,
  • Knowledge and awareness of Local Government procedures,
  • Ability to work well on own initiative,
  • Ability to deal effectively with colleagues at all levels,
  • Positive attitude to customer care.
