Principal Regeneration Officer

Temp Contract

KEY PURPOSE OF THE JOB:

The successful applicant’s main role will be to lead on the efficient delivery of the Councils new and innovative Economic and Regeneration Growth Fund. You will be responsible for the development and delivery of this key regeneration project within the Council’s regeneration folio. The role will also involve working cross directorate to meet corporate objectives, specifically with a regeneration brief, on the delivery ofkey Initiatives across the Councils commercial centres. Reporting to the Regeneration and Infrastructure Manager you will be leading on some of the Councils key projects and programmes designed to invigorate our commercial centres, to support the business community and attract investment into the Council area.

KEY DUTIES AND RESPONSIBILITIES

1.Responsible for the project management and delivery of key regeneration and development schemes across the Council area, involving property based construction and the delivery of construction works, working with residents, partners and other key stakeholders, as identified within the regeneration programme.

2.To identify and build on a pipeline of available funding resources which the council can draw on to support the delivery of key regeneration projects which will build on the success of the Regeneration programme to date.

3.To work alongside a range of professional disciplines including planning, asset management, building control and external property and other consultants to help enable the delivery of project initiatives across the Council area. There will be a requirement for cross departmental working to ensure the effective delivery of a number of key regeneration initiatives.

4.Manage sub projects within the regeneration programme under the direction of your line manager or departmental manager as and when required.

5.To manage, research, prepare and submit funding bids and collate information and evidence to support the preparation of claims, budget monitoring and performance return as and when required.

6.Prepare briefs, presentations and planning for meetings/events and collating information for projects.

7.To undertake the procurement of resources to support the delivery of projects.

8.Collate information for the preparation of internal and external monitoring and committee reports. Update project management process and frameworks that are needed to deliver and manage projects effectively.

QUALIFICATIONS

1.1– A third level qualification (for example, an HNC, HND, NVQ Level 4, Degree) or equivalent in an appropriate related discipline, e.g. Economics, Housing, Regeneration, Project Management, Architecture.

1.2A recognised professional qualification in Project Management.

EXPERIENCE

1.3– A minimum of four years’ relevant experience in the following areas of responsibility:

·Working experience within the field of regeneration and/or housing.

·Experience of managing budgets of a large monetary value.

·Project management experience.

Where applicants do not hold the qualifications as outlined in 1.1, they must demonstrate a minimum of seven years’ experience as outlined in 1.3 above.

Knowledge:

·Financial management experience.

·Knowledge of working on complex development appraisal models.

·Knowledge and understanding of the sub regional growth areas, housing and regeneration projects in Northern Ireland.

·Experience of property based construction and the delivery of construction works in a commercial environment.

·Experience in assisting with the preparation of funding bids and ability to write accurately, timely and persuasive bids.

·A strong community focus in the strategic planning of projects including experience of public consultation and understanding of community issues.

Hours: 37 hours 9.00-5.30pm

Hourly Rate of pay: £23.55 per hour plus accrued holiday pay
