The Strategy, Coordination and Resource (SCAR) Unit sits at the heart of DBT’s two Trade Policy groups - the Trade Negotiations, Policy and Implementation Group, responsible for delivering the UK’s Free Trade Agreement (FTA) programme, as well as the Trade and Cooperation Agreement, and the Economic Security and Trade Relations Group, responsible for championing the rules-based international system and delivering the UK’s trade disputes function.
The SCAR Unit provides private office, strategy and governance functions across both groups. It is a high performing, friendly, collaborative, and supportive team. There is a consistent focus on diversity, inclusion and development.
You would lead governance across our trade programme through the delivery a series of senior-level boards across two DG groups, helping to ensure clear visibility of developments across the trade programme, and facilitating the resolution of cross-cutting issues at a senior level. You will therefore need to quickly grasp the strategic challenges and choices facing our trade programme.
In this role, you will work with a wide range of stakeholders in DBT, including policy, legal and analytical teams across our two DG Groups, often at SCS-level. The role also provides an insight into a wide range of HMG processes and involves close working with senior officials. There is huge scope for stretch, given you will need to effectively manage a quality service for both DGs, working closely with them and their offices.
- Responsible for the secretariat of the governance for two DG groups, which are accountable for overseeing the delivery of the department’s Outcome Delivery Plan.
- Responsible for identifying strategic challenges facing the programme, ensuring they are proactively addressed by the relevant Governance fora or leading on advice to escalate where necessary;
- Line management of one HEO, providing guidance and oversight of their activity.
