About this role

Business Unit Overview:

Blackrock’s Compliance Department provides oversight and governance of business and technology products and services to ensure compliance with applicable laws and regulations. It also advises on the impact of certain laws and regulations to the firm and its clients, with the objective of:

  • Actively participating in business reviews to champion client interests and ensure compliance with relevant laws and regulations
  • Cultivating and enhancing the compliance culture within BlackRock
  • Providing thought leadership on the impact and implementation of relevant laws and regulations
  • Developing and fostering operational excellence within the Compliance Department

Role Description:

An exciting opportunity for a Vice President to join our Global Sanctions Compliance team to help manage and further develop the global framework. The role will be based in Edinburgh and report directly to the Global Lead for Sanctions. The successful candidate will need to be a sanctions subject matter expert, with a particular focus on UK and EU sanctions, and have Sanctions Compliance operational and/or advisory experience at an investment bank or asset manager. This role will provide the successful candidate with exposure to senior stakeholders within BlackRock and an opportunity to contribute to shaping and developing the Sanctions Compliance Program.

Key Responsibilities:

  • Support the Global Lead for Sanctions on key strategic initiatives and day-to-day Sanctions Compliance issues and escalations;
  • Work with the business, traders, product managers and other key stakeholders to identify and mitigate sanctions risks with transactions, products and services;
  • Conduct testing and validation of global sanctions procedures and controls;
  • Build strong alliances with counterparties within the global financial crime team and key stakeholders, including Technology & Operations, to leverage capabilities and skills in order to drive efficiency and mitigate global sanctions risks;
  • Create, manage and deliver ad hoc Sanctions Compliance training and awareness sessions including tailored face to face training on sanctions risk to higher risk business teams;
  • Review and opine on daily escalations of sanctions alerts associated with clients; investment management agreements (IMAs); private investment transactions and public securities trades including assessing sanctions risk and reviewing/drafting sanctions language in client contracts;
  • Review policies and procedures to ensure they are fit for purpose and up to date;
  • Provide input on risk assessments focused on identifying sanctions risks associated with business, product. and service activity; and
  • Perform horizon scanning of the sanctions regulatory, legislative, and enforcement environment and carry out analysis to share with the relevant teams.

Knowledge/Experience:

  • Minimum 5 years demonstrated experience in Sanctions Compliance role in a similar position at an investment bank or asset manager;
  • Strong knowledge of U.S., UK, and EU sanctions and their application to a Global multinational firm;
  • Experience with application of sanctions to public securities trades and private equity investments strongly preferred;
  • Experience conducting desk-based testing of sanctions procedures strongly preferred;
  • Experience supporting the build out and implementation of compliance programs, including drafting policies and procedures;
  • Excellent communication skills to influence stakeholders, regularly liaise and be a point of contact for the business regarding sanctions issues and the ability to articulate complex situations;
  • Be solutions-orientated and pro-active in identifying areas of enhancement;
  • High standard of accuracy and excellent attention to detail;
  • Very strong written and verbal communication skills for report writing and presentations;
  • Excellent organisational and self-management skills including ability to handle and address multiple inquiries within tight deadlines and high-performance environment; and
  • Strong Excel and PowerPoint skills strongly preferred.
