Job description

A motivated and practical person is needed to manage our established and successful YILTS team, delivering Independent Travel Training (ITT) to young people (11-25yrs) with SEND in education. The postholder will lead the small team by managing workloads, making home visits, writing risk assessments and delivering ITT around York. They will engage with families, SENCOs, and other stakeholders to ensure that young people learn this vital life skill as soon as they are able. Success with ITT will reduce the demand for taxi places and the postholder will be responsible for measuring and recording savings made as young people become independent travellers.

Longer term the postholder will be responsible for reviewing and expanding the service.


The postholder will work within the Transport Team and take the lead in determining suitable transport arrangements for eligible young people with SEND, in line with the LAs transport policies. Their job will be to assess applications for support on the grounds of SEND. They will need to access EHCP and other documentation and talk to families and involved professionals to establish a young person’s needs and agree longer term transport plans – including offering practical assessments and ITT.


The post holder will promote the Social Model of Disability and the LAs transport policies for different age groups to families and other stakeholders. They will work closely with the Transport Team Manager and be involved in developing future changes and policies for SEND young people in line with good practise.

The post would suit someone currently working with SEND young people in school or college, or with a social care background. No previous knowledge of ITT is required.

Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1: Can express him/herself fluently and spontaneously, almost effortlessly. Only a conceptually difficult subject can hinder a natural, smooth flow of language.
