Planning, Economic Development & Regeneration. Building Standards is seeking to employ a Building Standards Assistant to work at Civic Centre, Livingston.

The purpose of the Building Standards Assistant is to assist the Building Standards team in discharging the full range of statutory and non-statutory Building Standards services and provide an advisory service across the full range of construction projects in compliance with procedural regulations and service delivery targets and provide administrative support to Building Standards in the delivery of all Building Standards functions.

The Building Standards section is responsible for delivering a range of services related to its statutory duties to process applications for building warrants, completion certificates, enforcement of the Building (Scotland) Act 2003 and to secure the safety of all dangerous buildings, all in the interests of the safety of the general public in West Lothian

Essential requirements for the post are:

• A knowledge and skill in all aspects of the Building (Scotland) Act, associated legislation and the detail and application of the Building Standards, covering subjects as diverse as structure, environment, safety, noise, energy and sustainability. The continually changing nature of this legislation requires continuing CPD to ensure an up to date knowledge is maintained.
• A knowledge, understanding and experience of the technical, administrative and clerical duties of a Building Standards section.
• Familiar with but not experts in, Health and Safety legislation, and be able to identify, assess and understand the implications of unauthorised building works on public safety.
• The ability to work within a team and as an individual with the need for minimum supervision.
• Performance driven with the ability to work to deadlines
• The ability to read and understand construction plans along with an understanding of the terminology used with a general knowledge of construction
• Communicating verbally and in writing in a concise and factual manner in relation to any matters, including decisions made, to architects, engineers, builders and other building professionals and to members of the public.
• Inspecting building work on site in order to ensure compliance with approved plans and identify where rectification is required.
• Highly developed numeracy and IT skills.
• Ability to inspect a site or building to determine the level of protective works required to ensure the safety of the public.
• The ability to inspect work on site (approx. 2 or 3 days per week).
• The ability to climb ladders or scaffolding and inspect within confined spaces where necessary (all with appropriate Health and Safety controls)
• Possess a HNC in a construction / surveying/ environmental related discipline
• Valid Driving Licence
