Historic England have a fantastic opportunity for you to become our Business and Listing Officer. In this role you will assist colleagues in the Listing, Development Advice and Partnerships teams in the delivery of targets and priorities.

You will co-ordinate and administer listing casework for the whole of the North of England. For the North East and Yorkshire Region you will facilitate the efficient provision of statutory and other advice and will manage individual grants ‘from cradle to grave’, including assisting with negotiations and complying with procurement and financial administration procedures. The post equally assists listing work and grants/advice work.

What you will be doing

Act as the initial point of contact for customer enquiries concerning listing, grant-aided projects and advisory work, ensuring high standards of customer service at all times. Ensuring effective communication with owners and other stakeholders.

Assist colleagues in the Listing team by acting as a first point of contact for listing application enquiries; processing listing casework from application to notification (including updating the National Heritage List for England) to nationally agreed principles of selection and procedures. Managing casework via the Unified Designation System (UDS), including validation, undertaking supporting research as required, briefing on hot or significant cases on receipt, co-ordination of initial and full assessment by Listing Advisers to agreed deadlines, notification of decisions and new listings to applicants and other stakeholders. Undertaking project work and day-to-day project support for the strategic listing programme, as agreed with the Listing Team Leader. Liaising with Information Specialists on data collection, mapping and data standards issues. Contributing to cost-estimation for Enhanced Advisory Service (EAS) cases in liaison with Listing Advisers and the Listing Team Leader, and monitoring contract progress. Liaising closely with colleagues in the National Listing Team in Policy and Evidence to ensure effective delivery of casework to the Department for Digital, Culture, Media & Sport (DCMS). The Senior Listing Coordinator will oversee all listing work undertaken by the post-holder.

Assist colleagues in the Partnerships Teams by assessing applications for Historic England support in accordance with Group standards of eligibility and need, and to take full responsibility for effective management of assigned grant-aid processes including post-grant monitoring.

Assist colleagues in the Development Advice Teams with the delivery of statutory and other advice, with the delivery of local capacity-building initiatives and with the negotiation and administration of grant-aid.

Assist colleagues in the Development Advice Teams with the initial appraisal, recording and assessment of statutory notifications and other requests for Historic England advice, providing information as necessary for specialist consideration and contributing to cost estimation for Planning Enhanced Advisory Service (EAS) work.

Monitor regularly and take responsibility for progress-chasing to facilitate timely delivery of all Historic England advice, including establishing and maintaining operational links with external customers (eg local authorities), and effective collaboration among colleagues within the regional office. For Listing this will also require working closely with external customers and colleagues in the North-west region.

Assist the monitoring, analysis, reporting, and quality control of all business activities, including the compilation of information and briefing to meet corporate and external requirements and the forecasting and management of operational budgets.

Assist the delivery of all Corporate Plan activities (including assisting activities such as capacity-building) as agreed with line management.

Be a positive advocate for the work of Historic England.

Undertake any other reasonable duties commensurate with the grade and competencies required of the post requested by line management.
