Your role
A Commercial Manager in Neath Port Talbot Council, will play a crucial role in overseeing the financial and contractual aspects of construction projects while also managing project timelines, resources, and stakeholders. You will work closely with our diverse teams, applying your abilities as a quantity surveyor, to guarantee the timely and cost-effective completion of projects while upholding the highest standards of quality and compliance.
Responsibilities
- Conduct cost estimation, budget preparation, and cost control throughout project phases for all capital programme projects of new build, refurbishment and extensions of Council Properties and Facilities.
- Prepare and evaluate tender documents, contracts, and variations.
- Monitor project progress, expenditures, and forecasts to identify potential risks and deviations from the project plan.
- Project manage and collaborate with engineers, architects, and subcontractors to optimize project efficiency and performance.
- Provide timely and accurate reports on project financials, including cost-to-complete and cash flow projections.
- Implement project management best practices to ensure adherence to schedules, quality standards, and safety regulations.
- Proactively identify opportunities for cost savings and value property initiatives.
- Lead managerial and operational responsibilities for multi-disciplinary teams whilst following statutory processes (including Planning, Building Control, SAB, Health & Safety, financial regulations etc.).
- Supervise and manage tender submissions, contractual bids and funding applications of the authority capital programme within budget and timeframes.
A Commercial Manager (Quantity Surveyor) will have:
- Degree (or equivalent) in Quantity Surveying, Construction Management, or related field.
- Proven experience as a Quantity Surveyor with strong project management capabilities.
- In-depth knowledge of construction contracts, procurement methods, and industry standards.
- Proficiency in cost estimation software, project management tools, and Microsoft Office Suite.
- Excellent analytical, communication, and negotiation skills.
- Ability to multitask, prioritize workload, and work effectively under pressure.
- Strong attention to detail and a commitment to delivering high-quality results.
- Professional certifications (e.g., NEC3, MRICS, PMP) are a plus
