To assist in the provision of a cost effective, efficient and responsive procurement service in line with Trust and Departmental objectives and targets. This will be achieved by meeting the Departmental savings target, managing a portfolio of complex contracts and a range of healthcare related procurement projects.
Manage a portfolio of complex contracts as agreed by the Deputy Head of Procurement (Contracts) and Head of Procurement, these contracts will be at values above the Cabinet Office tender thresholds and duties will include but not be limited to:
Identify appropriate routes to market
Conduct tender exercises
Evaluation of bids in line with the defined specification
Award recommendations
Post tender de-briefs to unsuccessful suppliers
Ensure projected savings/outcomes are achieved
Manage a range of healthcare related procurement projects as agreed by the Deputy Head of Procurement (Contracts).
Increasing Procurements’ influence and securing recurring financial savings by examining the non-traditional areas of non-pay spend.
Work collaboratively with other Trusts or public sector bodies as appropriate and as agreed by the Deputy Head of Procurement (Contracts) and Head of Procurement.
Provide professional support and procurement advice to Senior Managers, Clinicians and other Stakeholders and promote the benefits of effective and best procurement practice by influencing Senior Managers and Clinicians to embrace the innovative alternatives to contribute towards the overall strategic aim of improving quality of care.
Work with Clinicians and Senior Managers to ensure complete, accurate and relevant specifications are written for all quotations and tenders.
Develop, agree and implement specific contract review criteria and maintain evidence of such reviews.

Communications
Assist in creating and managing relationships at corporate, operational and strategic levels in all procurement areas across the Trust, in particular with Directorate Managers, other Executive organisations within the public sector e.g. Crown Commercial Service (CCS), North of England Commercial Procurement Collaborative (NoE CPC), surrounding public authorities and NHS Supply Chain.
Assist in providing support e.g. product information and product expenditure reports to the Head of Procurement.
Co-ordinate and prepare tender recommendation reports for the procurement of goods and services in accordance with the Trust’s Standing Financial Instructions (SFI) and Standing Orders (SO).
Contribute to the continuous development and performance of the Procurement Department by participating in development activities and by suggesting areas of Departmental and personal improvement.
Assist in creating a culture which will ensure the delivery of a professional, fit for purpose procurement service.
Represent the Trust at local and national events as required.
Responsibility for Patient Care
Assist patients/service users/carers/relatives during incidental contacts.
Planning and Organising
Ensure records of correspondence regarding tender projects are fully updated and maintained.
Work with the Stakeholders to compile tender timetables and procurement processes in line with Divisional requirements.
Arrange meetings, prepare agendas and take meeting notes as determined by the nature of the project to ensure effective contract management and stakeholder consultation.
Develop evaluation criteria and weightings using excel spreadsheets and formulae to provide accurate and clear numerical information to assist in decision making for procurement projects.
Provide statistical information and forecast activity levels in support of future contractual decision making.
Responsibilities for planning and organising work both on a day to day basis and longer term.
Be responsible, along with the other Contracts Managers, for managing the Assistant Contracts Managers to ensure deadlines are met.
Responsibilities for Physical and / or Financial Resources
Balance decisions with often conflicting priorities to ensure full transparency of process and required probity whilst meeting deadlines.
Responsibility for Policy and Service Development and Implementation
Applies and keeps abreast of best practice procurement techniques in all contracting and negotiation activities.
Assist the Head of Procurement in delivering the objectives and initiatives as detailed in the Procurement Strategy.
Provide professional advice and support to Trust clinicians and managers and all others involved in commercial activity. Ensure that there is a full appreciation of the complex stages involved and the legal requirements by which the Trust must abide.
Responsible for supplier selection processes and subsequent performance monitoring systems, ensuring that suppliers continue to perform within their contractual obligations.
Responsibilities for Human Resources and Leadership
Contracts Managers are responsible for the day to day supervision and support of the Assistant Contracts Managers.
Assist in recruitment as required, interviewing and appointment staff within the Contracts Team as directed by the Deputy Head of Procurement (Contracts).
Assist in ensuring all members of staff are trained effectively and efficiently.
As directed by the Deputy Head of Procurement (Contracts).assist in ensuring individual Personal Development Plans (PDP’s) are carried out annually.
Assist with the continuous development of induction programmes, training and development, disciplinary matters, sickness and absence reviews as required.
Responsibilities for Teaching and Training
Assist in the development of the Assistant Contracts Managers.
Assist in instructing the Divisions in understanding the Trust SFI’s and the Public Contracts Regulations.
Responsibilities for Data and Information Resources
Develop appropriate evaluation methods to determine “best value for money” options for high value contracts (those in excess of the Cabinet Office tender threshold).
Will be responsible for analysing potentially complex tender submissions.
Will be responsible for submitting own tender reports and for ensuring that those prepared by the Assistant Contracts Managers are correct.
Physical Skills and Effort
On rare occasions there may be a need to assist the Materials Management Assistants in putting away deliveries during exceptionally busy periods or to help cover staff absences, this would involve light physical effort such as the manual handling of roll cages and unpacking of products onto the storeroom shelves.
