The Adult Skills and Family Learning Service has an exciting position available. We have a full time opportunity to join the team as Education Project Officer (post-16) - Community Learning, known internally to LCC as a Project Officer - Community Learning.
The role has a dual purpose; to support our direct delivery of Family Learning Programmes in schools and children's centres as well as managing a caseload of sub contracted training providers across Lincolnshire.
About the role
This role plays an integral part in ensuring the successful delivery of our family learning programmes and managing our network of 28 training providers to deliver over 6,000 training places to adults each year. You will support the planning, commissioning and performance monitoring of a wide range of adult learning programmes, including the Multiply Adult Numeracy Programme, in response to identified priorities and requirements across the geographical area. We cover the whole of Lincolnshire and therefore you will need a full driving licence and access to a vehicle.

Hybrid working is a feature of this role. The successful applicant will be required to attend the office alongside the rest of the team at least once a week (usually a Thursday in our office base at Sleaford.) On occasion additional days may be required. The remainder of your time will be spent hybrid working and traveling across the county visiting our schools, children's centres and subcontracted providers within their local settings. The Council can offer an element of flexibility within working patterns to accommodate a strong work-life balance.
About you
On an individual basis you will actively contribute to our ambition of delivering high quality learning provision to adults across Lincolnshire. You will work autonomously, make decisions, be effective in developing and maintaining partnership relationships, escalate areas of concern and take action to support both the family learning provision and sub-contracted training providers to deliver against targets and quality measures. It goes without saying that to achieve this you will need to be skilled at building and maintaining strong interpersonal relationships.
Ideally you will be:
- Educated to NVQ Level 4 or equivalent OR with suitable industry experience.
- Have a minimum of Level 3 Adult Teaching Qualification (PTLLS or equivalent) or willingness to obtain
- Experienced in contributing to quality assurance processes including learning observations or be willing to develop the necessary skills
- Have demonstrable experience in partnership working, managing business relationships or contract management
- Have suitable ICT skills (Microsoft Office)
Working with schools and children’s centres, you will organise courses for parents and carers to brush up their skills, helping them to better able to support their children’s learning, alongside supervising a small caseload of tutors and supporting a small caseload of subcontracted training providers across Lincolnshire who deliver on LCC’s Adult Education Budget and Multiply programmes.
If you have relevant experience or knowledge of working in Post 16 or Adult Education in curriculum and contract management, with an understanding of local and national drivers and influences on adult learning, we would like to hear from you.
