Job description

Our Client, Walsall Council, are currently looking for an Employment Advisor until end of March 2024.
Based in strategic partner co-locations around Walsall Borough.
May require working occasional evenings and weekends.
1. Main purpose of the job role:
  • To act as the face of Walsall Council in providing an efficient, professional and client focussed employment and skills service to the people of Walsall.
  • To work with internal services and partner organisations to develop and deliver a responsive employment and skills service that meets needs and funding requirements.
  • To provide quality careers information, advice and guidance in various settings to inactive young people and unemployed adults to improve their personal development, help inform career choices, access suitable training and prepare for the world of work.
  • To understand and help to break down the personal barriers faced by local people.
  • To organise and deliver programmes of small and large group sessions to help people engage with and progress into meaningful learning and work.
  • To track and monitor progress of young people who are not in education or employment.
  • To build excellent working relationships with internal services, statutory organisations, training providers, partner organisations, local employers and their supply chain.

2. Role specific duties and accountabilities:
  • To assist senior officers and managers to ensure the overall aims, objectives and priorities for the employment and skills service are met.
  • To provide advice, guidance and information to young people and adults who are in need of targeted support to access learning, work and personal development opportunities.
  • To support, develop and deliver an effective and responsive employment and skills service which works closely with referring organisations that support local people.
  • To provide innovative and alternative employment and skills support which complements and add value to mainstream welfare to work or funded services delivered by partners.
  • To maintain strong working relationships with partners, community organisations and stakeholders ie DWP, training providers, Colleges, voluntary sector and charities.
  • To agree robust processes and data sharing protocols with statutory services and partner organisation in order to refer client details and exchange relevant information.
  • To deliver information, advice and guidance sessions in schools, colleges, community and outreach venues including 1-1 and group sessions, jobs clubs, job fairs, information sessions, careers talks, apprenticeship events and in aspects of employability services.
  • To provide a clear profile of the local labour market needs and jobs analysis to help clients receive support and relevant training which leads to employment.
  • To support the service with engaging and maintaining close working relationships with local employers and in particular those in the growth sectors identified in economic plans.
  • To support clients in all aspects of their job search journey, including help with CV building, compiling job applications, preparing for examinations, interviews and tests.
  • To provide mentoring and coaching to clients to prepare them for the world of work.
  • To manage a caseload of clients, maintain regular contact through face to face, telephone, email or other virtual methods of contact and manage case conferences.
  • To effectively manage own client caseload that maximises to achieve KPIs set by senior teams and to report on risk mitigation, progression and forecasting of future
achievements.
  • To use diagnostic techniques and assessment tools to identify client circumstances and
barriers in order to inform their future guidance and support needs.
  • To develop, manage and maintain excellent client information records on databases, computerised and paper systems in order to closely monitor progress and outcomes.
  • To put in place individual action plans for clients that help them achieve future aspirations
  • To understand the barriers to work faced by clients and to work with specialist providers to help address and tackle these in order to support clients into positive outcomes.
  • To network with other professionals and Employment Advisors to understand their support services and draw in their expertise and best practice to support clients.
  • To develop useful information packs, resource tools, directories of services for clients, in particular those which feature training, jobs, support services, labour market information.
  • To service and deliver employability services in outreach venues ie schools, colleges, youth hubs, police, probation, youth justice, care leaver services, housing and health.
  • To assist with vacancy sourcing, application sifting and interviewing on behalf of employers ie job matching, pre-screening, application and interview preparation.
  • To advocate and represent clients to maximise potential for social value and economic
benefits in all public contracts through liaison with procuring managers and contractors.
  • To influence and negotiate opportunities for income and traded services to deliver bespoke careers information or employability support to key target groups and students.
  • To achieve key performance targets as set by senior officers and funders and provide regular briefing updates, outcome evidence and written progress reports.
  • To use all communication methods to market services, including creating content for social media channels and newsletters to promote support and engage new clients.
  • To use ICT to provide a quality tracking service to monitor the progress of young people and adults on the client caseload information system (CCIS) and on various databases.
  • To support senior officers if programmes are experiencing problems and issues, by:
  • recommending alternative solutions and implementing agreed actions
  • working with managers to make changes and helping to get delivery back on track
  • Actively promote equality and diversity, recognise and actively challenge stereotyping, prejudice and discrimination ensuring that these principles permeate all working practices
  • Undertake continuous personal development and self-assessment to enhance their role.
  • To take responsibility for the delivery of additional duties as reasonably requested by your line manage, commensurate with your grade.
  • To comply with Walsall Council financial procedures and standing orders.
  • To help identify opportunities for external funding in so far as these are compatible with agreed Business Plans and corporate objectives.

MANAGING PEOPLE
  • Responsible for development of own performance, maintaining up-to-date knowledge of relevant services, active engagement strategy and tools to contribute to ongoing professional development.
  • The post-holder is responsible for his/her own self development on a continuous basis and for developing and maintaining a substantial body of up-to-date knowledge of the specialist area and a detailed generalist knowledge across a wide spectrum of related fields, and as such will be expected to undertake suitable development and training.
  • To enhance own performance, working constructively with the line manager to identify personal strengths and agreeing action in relation to development needs.

MANAGING INFORMATION
  • To be responsible for keeping the relevant Managing Information systems up to date to record information of engagement programmes including viewfinder and MIS
  • To support the maintenance of effective communication systems across council directorates and with partner agencies, complying with local information sharing protocols within the Data Protection Act.
  • To contribute to promotion of council programmes and services and raising the profile of beneficiaries and their achievement through positive press releases, contribution to newsletters, public programme of activities and write evaluation reports.
  • To use the council quality assurance framework and systems where appropriate, to ensure appropriate standards are met and so that beneficiaries’ achievements are recorded in a robust manner and recognition gained through accreditation.

GENERAL
  • To promote and enforce the Council’s Equality and Diversity strategy.
  • To contribute were possible and relevant to the Councils wider strategies and those of the Area Partnerships and the Council’s partners.
  • To promote and enforce the Council’s Health and Safety Policy.
  • To promote and enforce the Council’s Safeguarding Policy.
