Job description

The Estates Officer (Energy) will be responsible for delivery of the Trust’s Estates and Facilities’ (E&F) strategic and operational approach to Energy Management services delivered across the Christie estate. Working in close partnership with Trust colleagues, commercial partners and service providers, the post holder will identify and implement opportunities to reduce emissions, energy consumption and cost. They will proactively monitor and manage energy consumption throughout the Trust. This will involve investigating, implementing and reviewing energy conservation measures, ensuring value for money.
They will ensure that statutory & best practice obligations in relation to Energy Management and sustainability are fulfilled. Areas of focus include, but not limited to; environmental legal compliance, Energy Efficiency, UK ETS, sustainable design and construction, carbon and Net Zero strategy, energy efficiency auditing, monitoring and evaluation, budget management, communication and Energy Management policies and protocols.
The reduction of energy and water consumption without affecting performance will be a key element of this role.
To ensure compliance with all current and emerging energy and environmental legislation and NHS guidance.
Develop the Estates Energy Strategy.
On-going review and implementation of relevant policies and practices related to energy and water.
Establish baseline energy figures and targets for future reductions and monitor accordingly.
Identify and investigate irregularities in energy and water usage and expenditure using different methods including Energy Management software.
Contribute to the Net Zero and Decarbonisation Strategies for Trust sites working closely with Estates and Capital Planning colleagues.
Monitor and report on operational issues with the energy and water infrastructure.
Apply for CHPQA for combined heat & power units (CHP).
Provide regular reports on utilities consumption and demand.
Lead the development and maintenance of quality performance reporting systems which support compliance and proactive management of government schemes in relation to Estates Energy Management and compliance.
Use the Building Management System (BMS) effectively to ensure optimal energy performance of our existing and future estate.
Provide information to assist with completion of annual ERIC returns, annual reports, Freedom of Information Requests (FOI’s) and other requirements for the Trust.
Assist in the development and maintenance of Directorate Policies and Procedures.
The Christie is one of Europe’s leading cancer centres, treating over 60,000 patients a year. We are based in Manchester and serve a population of 3.2 million across Greater Manchester & Cheshire, but as a national specialist around 15% patients are referred to us from other parts of the country.
We provide radiotherapy through one of the largest radiotherapy departments in the world; chemotherapy on site and through 14 other hospitals; highly specialist surgery for complex and rare cancer; and a wide range of support and diagnostic services. We are also an international leader in research, with world first breakthroughs for over 100 years.
We run one of the largest early clinical trial units in Europe with over 300 trials every year. Cancer research in Manchester, most of which is undertaken on the Christie site, has been officially ranked the best in the UK.
Main Duties and Responsibilities

Provide professional and technical advice regarding energy issues to the Estates Department and other Trust directorates and divisions.
Identify improvement opportunities associated with energy saving measures, reducing carbon and saving money.
Planning and Organisational Duties
Promote sustainability and carbon reduction within the Trust, adhering to our Green Plan and Net Zero strategy and ensuring that all our business is conducted in a sustainable manner.
Project manage energy and carbon reduction schemes as required.
Compile and maintain accurate records and data related to job role and use this to demonstrate the Trust’s position when required.
Recognise and assess the environmental impact of energy related Trust activities and services and advise where appropriate on remedial actions to reduce the Trust’s environmental impact
Communications and Key Working Relationships
Maintain a high profile within the Trust to educate staff and visitors on how they can assist with energy conservation and the environmental impact; with the aim to improve awareness and, where possible, reduce costs.
Provide advice and support on Energy Management and sustainability issues. Advise the Capital PlanningTeam and external designers on Trust requirements in relation to capital investment projects.
The postholder will deal with members of staff from all disciplines within the Trust as well as patients and visitors
Responsibility for Finance
Engage with energy suppliers, identify support available to improve performance of the contracts and identify savings.
Work with procurement and the Sustainability Manager to retender energy contracts, ensuring secure provision and value for money is achieved.
Identify cost effective opportunities for increasing energy efficiency.
Ensure compliance with Trust standing orders and standing financial instructions.
Act as budget holder for the energy and water budget (circa. £11m)
Check and validate all utility bills using accurate reads (where possible) and lead on invoice dispute resolution.
Identify and develop invest to save schemes.
Explore potential funding opportunities associated with energy and carbon reduction schemes on behalf of the organisation.
Assist with the development and submission of funding bids to progress energy and carbon reduction schemes
Responsibility for Training and Personal Development
Take responsibility in agreement with their line manager for their own personal development by ensuring Continuous Professional Development.
Undertake all mandatory training required for the role
Responsibility for Human Resources
To communicate with and train and educate staff at all levels within the organisation on Energy Management.

Responsibilities for Information Resources
Responsible for managing and maintaining complex energy data returns and monitoring databases used on all trust sites in relation to energy and utility services.
Responsible for completion of energy, water and carbon information for statutory returns (e.g., ERIC/PAM).
To record and manage accurate energy, water and carbon usage/costs information as required.
To provide energy information for the Sustainability section of the Trust’s Annual report.
To provide information on energy and carbon reduction/efficiency measures to all Trust staff
Responsibilities for Research and Development
Participate in internal and Trust staff surveys and audits as required.
Undertake surveys, audits and evaluations of energy & water use and supply contractor services.
Conduct condition surveys and audits of energy installations to ensure compliance.
Conduct research into new energy, water and carbon related technologies, to reduce costs and improve environmental performance
Freedom to Act
Lead specialist giving advice to the Trust on energy & sustainability/carbon reduction issues,
Has the freedom to act with own interpretation on a broad range of specialist Energy Management and sustainability/carbon reduction tasks including financial and operational decisions.
Ability to work under pressure to tight deadlines.
Ability to work unsupervised and can take and justify decisions when required to do so and ensure that all work is guided by the Estates operational procedures and working practices.
Report all untoward incidents or observations to the relevant senior Estates officers.
Will advise the Head of Estates & Facilities on all matters relating to energy and water management, usage, costs and carbon footprint
Physical Effort
Undertake extended periods of sitting or standing at a desk / workstation inputting / designing / drawing via a keyboard.
Occasional need to access and inspect under floor ducts, roof spaces, etc. using ladders and access equipment involving manual handling.
Will be involved in auditing all activities across the Trust that use energy and water, including theatres, mortuary, laboratories and pharmacy. This will involve tours of wards and departments and involve regular inspections of plant rooms and energy centres.
Mental Effort
Must be able to receive, assess and produce technical complex information, energy audits/inspections, energy and water usage and cost data and interpret energy efficiency/carbon reduction feasibility studies. Frequent concentration required on detailed technical documents, energy results, invoices, contracts and specifications.
Due to the nature of the role, the work pattern is frequently disturbed requiring a flexible and adaptable approach and focus on patient-centric working.
Produce monthly energy water and carbon usage and cost reports and undertake assessment and analysis on specific Estates issues. Prepare board reports, as and when required, on Trust energy and water consumption/cost/carbon footprint
Emotional Effort
Undertake work in patient environments.
Will action and investigate energy related incidents and complaints where necessary communicating with clinicians, patients, relatives, contractors and staff.
Direct patient contact
Working Conditions
Regular need to work in plant rooms, ducts and external buildings while overseeing energy utilisation, generation and wastage.
Exposure to hazardous and highly unpleasant substances including blood and bodily fluids, offensive waste, high temperature, low temperature, humid environments, heights, confined spaces and attend energy disruption/loss incidents.
Regular requirement to wear clinical activity specific PPE i.e., scrubs or lab coats, to audit and inspect energy usage in specialist areas such as operating theatres, mortuary, sterile services, laboratories and pharmacy production areas. Occasional need to work outside in inclement weather.

This will from time to time require you to work evenings, nights or weekends in addition to, or as alternative to your standard working hours. Flexibility is therefore an essential requirement of the position.
