About you
You will have an established record of delivering large scale events, working with key agencies and stakeholders to contribute to creative and inclusive occasions with a key focus on safety. Most notably this includes taking a lead role in planning and delivering the Leeds West Indian Carnival, which is the oldest in Europe and the second largest outside of London, and an understanding of its cultural significance and role within community is therefore essential.
You should be someone who has excellent communication skills with the ability to forge relationships across the private, public, and voluntary sectors, working with colleagues, partners, and community organisations to assist in delivering their vision whilst meeting all relevant legislation.
About the role
As Events and Resources Manager you will be working in a fast-paced, dynamic environment, and will demonstrate a drive to deliver high levels of customer service and be motivated to influence for change and improvement.
You will take a lead role in promoting parks and green spaces to third party organisers, supporting them to deliver a wide range of events, activities and bookings each year in a safe environment.
You will undertake a cross-service role in all safety matters given the high-risk nature of the service, also overseeing facilities and customer contact management and financial support.

Job Description
Job Purpose: To undertake a lead role in planning and delivering the Leeds West Indian Carnival events working with key agencies and stakeholders to contribute to a creative and inclusive occasion that fulfils safety requirements. To take a lead role in promoting parks and green spaces to third party organisers and supporting them to deliver a wide range of events, activities and bookings each year in a safe environment. To undertake a cross-service role in safety matters (given the high-risk nature of the service), overseeing customer enquiry and complaint management, and financial support.
Responsibilities:
To lead work with key agencies and stakeholders to plan and deliver the Leeds West Indian Carnival events and other major events in Climate, Energy and Green Spaces.
To be the responsible officer for licensing purposes when managing an event in Council parks and green spaces.
To ensure all aspects of each event meet health and safety requirements and all staff are trained to observe and react appropriately to unsafe working situations.
To develop event management processes in line with current legislation and guidance to ensure compliance for all organised events in Council parks and green spaces.
To provide support and advice to staff, colleagues, event organisers and other agencies.
To be responsible for/and act as safety officer at relevant events.
To lead on health, safety and welfare service issues ensuring effective liaison and engagement with the council’s Health, Safety and Welfare team for activities conducted by a high-risk service. This will include engagement with senior officers and attendance at corporate safety management meetings as required.
To line manage financial support resources including prioritisation of activity to ensure efficient and effective use of financial management software.
To lead on facilities management service issues ensuring effective liaison and engagement with the council’s facilities management team in respect of operational buildings across the city.
To lead on shared service issues ensuring effective liaison and engagement with the council’s Shared Services team in respect of customer enquiries and complaints management.
Managing and motivating staff, including ensuring that appropriate staff development is in place.
To represent the Climate, Energy and Green Spaces service at all appropriate internal and external meetings.
To ensure the procurement of goods and services is in accordance with financial regulations, corporate policy, and legal requirements.
Flexible and adaptable to change to assist other services as required commensurate to grade.
Participate in appraisal, training and development activities as necessary to ensure up to date knowledge and skills.
Improve own practice through observation, evaluation, discussion with colleagues and development programmes.
To work collaboratively with colleagues, knowing when to seek help and advice.
Contribute to the overall ethos, work, and aims of the service by attending relevant meetings, training days/events as requested.

Qualifications
Diploma in Event Safety Management or equivalent.

Knowledge Required
Local government decision making processes.
Knowledge of current operational, managerial and performance management systems.
Knowledge of working with and an excellent understanding of relevant guidance for large public events.
Knowledge of large-scale event organisation.
Extensive knowledge of health, safety, and welfare management in the context of an operational service area particularly with relevance to publicly accessible land.
An understanding of the principles of performance management.
Ability to make effective use of computer systems including Microsoft Office.
Knowledge of events licencing and statutory provisions.
Good knowledge of managing and supporting best practice for a broad range of safeguarding issues with relevance to publicly accessible land and activities.
A good level of understanding of local government financial procedures and systems.
Experience Required
Significant experience of developing and delivering large scale major events.
Experience of working with senior management to shape and influence the delivery of council strategic priorities at a council, directorate and service level ensuring people are kept at the forefront.
Experience of developing partnerships with other agencies to deliver large scale events.
Experience of analysing and searching for practical, efficient, and deliverable solutions and strategies to achieve desired outcomes.
Experience of leading and motivating a team to deliver clear objectives.
Experience of managing and accounting for substantive budgets.
Of working to conflicting deadlines often under diverse pressure.
